In April 2000, the Shenyang Institute of Applied Ecology of the Chinese Academy of Sciences began preparations for establishing the “Liaoning Organic Food Development Center.” After nearly two years of preparation, the organization was officially named “Liaoning Fangyuan Organic Food Certification Co., Ltd.” (Fangyuan Organic Food Certification Center, abbreviated as FOFCC). On October 18, 2002, it was registered with the Liaoning Provincial Administration for Industry and Commerce with a registered capital of 3 million yuan, and obtained approval from the former State Environmental Protection Administration to officially commence organic product certification operations. On September 3, 2004, FOFCC officially obtained approval from the Certification and Accreditation Administration of the People's Republic of China (hereinafter referred to as CNCA), with approval number: CNCA-R-2004-122; the approved certification scope: organic product certification—plant category, livestock and poultry category, aquatic category, and processed category. On August 20, 2005, in order to achieve the separation of government and enterprise, FOFCC relocated from the Shenyang Institute of Applied Ecology of the Chinese Academy of Sciences to Room 1103, Liyang Building, Shenyang City. All employees united as one, worked hard, and forged ahead, laying the foundation and creating conditions for the progress and long-term development of FOFCC. On December 23, 2005, it obtained accreditation from the China National Accreditation Service for Conformity Assessment (hereinafter referred to as CNAS), with accreditation registration number: CNAS C087-P. The accredited scope of business is: organic planting (crops, edible fungi, wild collection), organic farming (livestock and poultry farming, aquaculture), and organic product processing. As a third-party certification body, since its establishment, FOFCC has never accepted any form of funding or donations, and maintains its operations through income obtained from certification activities.
FOFCC is among the first batch of organic product certification bodies in China approved by CNCA and accredited by CNAS, and is a member unit of the China Certification and Accreditation Association (CCAA).
In order to break through international trade barriers for organic products, FOFCC has actively participated in international organic product exchange activities since its establishment. On September 13, 2004, it became a member of the International Federation of Organic Agriculture Movements (IFOAM). In 2008, it established a subcontracting cooperation relationship with Brazil's IBD (accredited by the EU, US, and Brazil). Based on customer applications and after completing corresponding certification procedures, FOFCC can issue organic product certification certificates on behalf of both FOFCC and IBD. Products holding IBD certification certificates can be directly exported to the European Union, the United States, Canada, Brazil, and other countries and regions, building a golden bridge for Chinese organic products to reach the world. On May 23, 2016, FOFCC obtained CNCA approval for Good Agricultural Practice certification qualification (i.e., China-GAP certification). On November 30, 2021, FOFCC obtained approval from the Ministry of Agriculture, Forestry and Fisheries of Japan to conduct Japanese JAS organic certification business outside Japan, with the approved scope: organic agricultural products, organic processed foods, and organic feed. On June 16, 2023, upon approval by the Canadian Food Inspection Agency (CFIA), the International Organic Accreditation Service (IOAS) officially issued the Canadian Organic Product Accreditation Certificate to FOFCC, marking another new milestone in FOFCC's development journey. Organic products certified by FOFCC may legally use the COR certification mark and be exported to Canada. Meanwhile, in accordance with the organic regulatory equivalence agreement between the Canadian and US governments, organic products that have obtained Canadian organic certification may use the United States Department of Agriculture (USDA) organic mark and be directly exported to the United States. On March 25, 2025, the International Organic and Sustainable Accreditation Service (IOAS) issued toLiaoning Fangyuan Organic Food Certification Co., Ltd. (FOFCC) the EU EU2018/848 organic accreditation certificate. FOFCC has become the first Chinese domestic-funded certification body to simultaneously obtain accreditation under the standards of the three major international organic product consuming countries and regions: the European Union (EU), North America (Canada and the Canada-US organic equivalence), and Japan (JAS). This breakthrough progress will further promote Chinese organic products entering the international market and support the sustainable development of Chinese agriculture.
After years of effort, FOFCC's certified clients have spread across the world, including Brazil, Russia, Outer Mongolia, South Korea, Pakistan, Kazakhstan, Thailand, Indonesia, Vietnam, Malaysia, the Philippines, Turkey, and other countries and regions; domestically, they have covered most provinces and cities across the country as well as the Taiwan region.
In return for the care and support from all sectors of society, FOFCC will, as always, strive to build a supply and demand platform for organic product and GAP producers and distributors. FOFCC will strive to realize its mission: customer first, honest service; standardized certification, international subcontracting; fulfilling responsibilities, building platforms; delivering trust, serving development.
FOFCC earnestly requests all sectors of society to supervise and guide the quality of FOFCC's certification services, continuously improve FOFCC's certification service level and certification effectiveness, and strive to make greater contributions to the healthy development of China's organic industry!
