FOFCC简介In April 2000, Shenyang Institute of Ecology, Chinese Academy of Sciences began to prepare for the establishment of ‘Liaoning Organic Food Development Centre’, after nearly two years of preparation, the official name of the institution was determined as ‘Liaoning Fangyuan Organic Food Certification Center Co. (Fangyuan Organic Food Certification Center abbreviation: FOFCC), registered in Liaoning Province Industrial and Commercial Bureau on October 18, 2002, with a registered capital of 3 million yuan, and was approved by the former State Environmental Protection Administration to formally carry out the business of organic product certification. On 3 September 2004, FOFCC was officially approved by the Certification and Accreditation Administration of China (hereinafter referred to as CNCA), with the approval number of CNCA-R-2004-122, and the approved scope of certification business: Organic Product Certification - Plant, Livestock, Poultry, Aquatic and Processing. 20 August 2005, in order to realise the separation of the government from the enterprise, FOFCC moved from the Institute of Applied Ecology of the Chinese Academy of Sciences (CAS) to the Li-Yang Building, Room 1103, in Shenyang. Room 1103, all the staff united, hard work, forge ahead, for FOFCC's progress and long-term development to lay the foundation and create the conditions. 23 December 2005, the China National Accreditation Service for Conformity Assessment (hereinafter referred to as CNAS) accreditation, accreditation registration number: CNAS C087-P, accreditation of the scope of business is: organic cultivation (crops, edible fungi. Wild collection), organic farming (livestock, wild collection), organic farming (livestock, aquaculture, processing), wild collection), organic farming (livestock and poultry farming, aquaculture), organic product processing. As a third-party certification body, FOFCC has never received any form of funding or donations since its establishment, and the income generated from certification activities supports the operations.
FOFCC is one of the first organic product certification bodies in China approved by CNCA and accredited by CNAS, and a member of the China Certification Association (CCAA).
In order to help China's organic products export, FOFCC has been actively taking part in the international exchange activities of organic products since the beginning of its establishment. On 13 September 2004, FOFCC became a member of the International Federation of Organic Agriculture Movements (IFOAM), and in 2008, it established a subcontracting cooperation relationship with Brazil's IBD (accredited in the EU, the US, and Brazil), whereby, according to the customer's application, FOFCC can obtain certificates of organic products issued by FOFCC and IBD, respectively, after fulfilling the corresponding certification procedures. FOFCC can obtain the organic product certification issued by FOFCC and IBD respectively, and the products with IBD certification can be directly exported to the European Union, the United States, Canada, Brazil and other countries and regions, which builds a golden bridge for China's organic products to go to the world. 23rd May, 2016, FOFCC was also approved by the CNCA for Good Agricultural Practices certification (i.e., China-GAP Certification). On 30th November 2021, FOFCC was approved by Japan's Ministry of Agriculture, Forestry and Fisheries (MAFF) to carry out JAS organic certification outside of Japan, with the scope of approval being: organic agricultural products, organic processed foods and organic feeds. on 16th June 2023, with the approval of the Canadian Food Inspection Agency (CFIA), the International Organic Accreditation Service (IOAS) formally issued a certificate of Canadian Organic Accreditation (COA) to FOFCC. FOFCC was officially issued the Certificate of Accreditation for Organic Products in Canada by the International Organic Accreditation Service (IOAS) with the approval of the Canadian Food Inspection Agency (CFIA) on 16 June 2023, marking a new step in the development of FOFCC. Organic products certified by FOFCC can use the COR certification mark in accordance with the law and be exported to Canada. At the same time, according to the agreement between the Canadian and U.S. governments on the equivalence of organic regulations, organic products that have been certified as Canadian Organic can use the U.S. Department of Agriculture's (USDA) Organic Label and can be exported directly to the United States.
After years of efforts, FOFCC certified customers have been all over the world, such as Brazil, Russia, Outer Mongolia, South Korea, Pakistan, Kazakhstan, Thailand, Indonesia, Vietnam, Guatemala and other countries and regions; Domestic has been all over most of the provinces and cities of the country include Taiwan province.
FOFCC, in order to return to the community, will continue to work hard to build a supply and demand platform for organic products, GAP producers and distributors. FOFCC will endeavour to achieve the tenets of FOFCC: customer first, honest service; standardized certification, international subcontracting; fulfillment of responsibilities, building platforms; transfer of trust, service development.
