In April 2000, Shenyang Institute of Applied Ecology (IAE) of Chinese Academy of Sciences (CAS) started to prepare for the establishment of ‘Liaoning Organic Food Development Centre’;
In May 2002, it was registered by the Industrial and Commercial Bureau and officially renamed as ‘Fangyuan Organic Food Certification Center'.
In July 2002, it was approved by the former ‘National Organic Food Accreditation Committee’ (under the former Ministry of Environmental Protection of China), started trial operation and formally carried out the organic product certification;
In 2003, the country set up a unified certification and accreditation system, and the former AQSIQ set up the Certification and Accreditation Administration of China (CNCA). In September 2004, FOFCC became the first batch of organic product certification bodies approved by CNCA, with approval number CNCA-R-2004-122, and submitted an application for accreditation to the China National Accreditation Service for Conformity Assessment (CNAS) in the same year. Aug 2024, FOFCC became member of IFOAM

In August 2005, in order to improve office conditions and strive to achieve separation of government and enterprise and objective independence, FOFCC moved out of the office building of Shenyang Institute of Ecology, Chinese Academy of Sciences to Shenyang City Liyang Mansion for independent operation until now;
In 2005, FOFCC registered as member of CCAA
In 2008, signed subcontract with IBD to perform EU and NOP inspection works in China mainland.
Jul 2010, FOFCC started to go out from China to perform Chinese organic certification. Inspector's steps have already covered Thailand, Pakistan, Indonisia, Outer Mongolia, Russia, Korea, Brazil etc.
Nov.2014, initially receive IOAS office and witness supervision as IBD subcontractor
In July 2017, the FOFCC office moved to COFCO Plaza in Shenyang City, a 2.5-fold expansion of the office area and a new level of development
In 2019, signed subcontract with FOA to carry out China TaiWan scheme organic certification in mainland China
Jul 2021, signed subcontract with Korean CB DCOK to carry out Korean organic inspection in mainland China
In Nov 2021, got approval by MAFF to be a Japan JAS organic certifier.
16th Jun 2023, FOFCC got IOAS accreditation and approved by CFIA to be Canada organic certifier. Organic products which is got FOFCC certification could be allowed to be export to Canada. According to equivelency agreement between US and Canada, organic products also can be printed USDA seal to be export to US in organic.
