Last year, CNCA conducted a post-legislative assessment of the Measures. The results showed that since the promulgation and implementation of the Measures in 2005, it has regulated organic product certification activities, unified the procedures and labeling for organic product certification, promoted the development of organic product production, processing, and trade, protected consumer interests, and played an important role.文章源自FOFCC-http://fofcc.org.cn/am/11240/
Through the post-legislative assessment, CNCA also reviewed and summarized the problems that emerged during the implementation of the Measures. In response to these problems, it plans to revise and supplement the Measures in the following aspects:文章源自FOFCC-http://fofcc.org.cn/am/11240/
- Require quality inspection and inspection and quarantine departments at all levels to further clarify their regulatory responsibilities for organic products, strengthen macro-management of the organic product market, ensure the healthy and orderly development of the organic industry, and ensure the quality of organic products.
- Strengthen supervision over organic product producers and refine provisions on penalties for various types of illegal acts. Emphasize that organic producers are the first party responsible for the quality of organic products and bear primary legal responsibility, while certification bodies bear joint liability.
- Strengthen standardized management of certification bodies and organic product testing institutions, enhance the effectiveness of organic product certification and the accuracy of organic product testing results.
The convening of this meeting laid the foundation for the revision of the Measures. The promulgation and implementation of the new Measures will further standardize the order of China's organic product market, rectify various undesirable practices in organic product production, accelerate the pace of China's organic industry gradually aligning with the world, and ensure that consumers can purchase reliable and safe organic products.文章源自FOFCC-http://fofcc.org.cn/am/11240/
