FOFCC has four departments internally according to its functions: the Certification Management Department, the Quality Control Department, the Human Resources Department, and the Administrative Department.
Quality Control Department is responsible for tracking and reviewing the organic production and processing quality of certified entities; formulating, revising, and managing internal quality system documents; managing technical archives; and accepting applications and complaints, etc.
Certification Management Department is responsible for formulating and issuing certification inspection tasks, assigning certification inspectors to conduct on-site inspections and collect necessary samples; reviewing certification inspection reports and related information before submitting them to the Technical Committee. It issues certification certificates, sales certificates, or organic anti-counterfeiting traceability labels (organic codes) to production and processing entities and products that meet certification standards in accordance with management procedures.
Human Resources Department is responsible for human resources management; the daily management of the FOFCC website; public disclosure of certification information; domestic and international information exchange; internal technical training; and carrying out cooperative research.
Administrative Department is responsible for accepting organic certification applications; personnel archives and document management; financial management; and logistical support.
FOFCC also establishes a Management Committee to ensure the standardization and impartiality of certification. The members of the Management Committee are composed of agricultural experts, environmental protection experts, regulatory department representatives, consumer representatives, and representatives of FOFCC-certified enterprises. No party occupies a dominant position, and none participates in the company's specific affairs, only monitoring major decisions. Its purpose is to ensure that FOFCC's certification activities are standardized, impartial, and fair. Its main responsibilities are as follows:
(1) Supervise FOFCC's implementation of the policies and regulations of the Certification and Accreditation Administration of the People's Republic of China regarding organic food certification management.
(2) Collect feedback from all sectors of society on FOFCC's organic product certification work, and propose rectification suggestions and rectification measures for FOFCC's certification work.
(3) Supervise whether FOFCC carries out certification work in a standardized, impartial, fair, and independent manner.
(4) Have the right to stop FOFCC and its staff's “violations” and report the situation to the Certification and Accreditation Administration of the People's Republic of China.
