FOFCC has four departments according to its functions: Certification Management Department, Quality Control Department, Human Resources Department and Administration Department.
Quality Control Department is responsible for tracking and reviewing the quality of organic production and processing of the certified units; formulating, revising and managing the internal quality system documents; managing the technical files; and accepting applications and complaints, etc. The Certification Management Department is responsible for formulating and issuing the certification inspection tasks and assigning the certification inspectors to conduct on-site inspections.
Certification Management Department is responsible for the development and issuance of certification inspection tasks, assign certification inspectors to the site inspection, collect the necessary samples; review the certification inspection report and related information reported to the Technical Committee. Certificates of certification, sales certificates or organic anti-counterfeiting traceability labels (organic code) are issued to the production and processing units and products that meet the certification standards in accordance with the management procedures.
Human Resources Department Responsible for human resources management; daily management of the FOFCC website; public certification information; information exchanging with other authorities, accreditation bodies or control bodies; training to staff and operators; carry out co-operative research
Administration Department responsible for acceptance of applications for organic certification; personnel files, document management; financial management; logistics. Administration Department
FOFCC also has a Management Committee to ensure the standardisation and fairness of the certification. The Management Committee consists of agricultural experts, environmental experts, representatives of regulatory authorities, consumer representatives and representatives of FOFCC certified companies, none of which has a dominant position, does not participate in the specific affairs of the company, and only monitors major decisions. Its purpose, to ensure that FOFCC certification activities standardised, fair and equitable. The main responsibilities are as follows:
(1) Supervise FOFCC to implement and enforce the policies and regulations of CNCA in the management of organic food certification.
(2) Collect feedback from all parties in the community on FOFCC's organic product certification work, and put forward corrective suggestions and corrective measures for FOFCC's certification work.
(3) Supervise whether FOFCC carries out the certification work in a standardised, impartial, fair and independent manner.
(4) FOFCC and its staff have the right to stop ‘irregularities’ and reflect the situation to CNCA.
