On April 16, the “Editor's View” column of the People's Daily published a commentary titled “Fake and Inferior Products: To Regulate or Not Makes a Big Difference,” affirming the results achieved by the Certification and Accreditation Administration of the People's Republic of China (CNCA), together with relevant departments, in starting with improving the organic product certification system, tightening certification requirements and supervision, cracking down on fake and inferior organic products, and regulating the order of the organic market.文章源自FOFCC-http://fofcc.org.cn/am/11417/
The commentary stated that as consumer demand for organic products increased day by day, “for a time, the organic product market showed a state of disorder with good and bad mixed together, and genuine and fake goods intermingled. Products bearing ‘organic labels” proliferated in market information, exaggerated and false advertising prevailed, the use of organic product certification marks was not standardized, and problems such as chaotic certification bodies and certification being granted for money became prominent, making it difficult for consumers to distinguish genuine from fake products, and cases of consumers being cheated occurred from time to time." 文章源自FOFCC-http://fofcc.org.cn/am/11417/
The commentary said that in response to these problems, the CNCA adopted a series of measures to strengthen the supervision of organic product certification by formulating a certification product catalog, revising certification implementation rules, establishing a “one product, one code” traceability system, and intensifying law enforcement and rectification efforts. “The newly revised Implementation Rules for Organic Product Certification impose stricter requirements on the production, processing, labeling, sales standards, and certification of organic products, make them more operable, and make it easier for consumers to supervise.” At the same time, “consumers can verify authenticity through the China Food and Agricultural Products Certification Information System, which provides great convenience for consumers to participate in supervision and sharply increases the risk for counterfeit products. The new rules also intensify testing, undercover inspections, and other efforts.” 文章源自FOFCC-http://fofcc.org.cn/am/11417/
The commentary pointed out that “after the implementation of the new rules, a large number of unqualified enterprises were eliminated. Consumers clearly feel that there are “many fewer organic products” on the market.“ ”Compared with previous years, the organic market environment should be said to have improved considerably." 文章源自FOFCC-http://fofcc.org.cn/am/11417/
The commentary emphasized that “this shows that whether government regulation is active or inactive, whether the regulatory system is complete and feasible, and whether consumers” supervisory role can be brought into play are crucial to the effectiveness of cracking down on counterfeit goods,“ and that ”for those commercial fraud industries that are all-pervasive, widespread, seriously troubling consumers, and disrupting market order, real action should be taken just as in the case of organic products." 文章源自FOFCC-http://fofcc.org.cn/am/11417/
In recent years, in response to the problems existing in organic products, the CNCA, under the leadership of the General Administration of Quality Supervision, Inspection and Quarantine, together with relevant departments, has improved the organic product certification and supervision management system and actively carried out special actions to crack down on certificates and marks for fake and inferior organic product certification, successively revoking or canceling 613 problematic organic product certification certificates and 11 organic product certification bodies, thereby ensuring the effectiveness of organic product certification and promoting the healthy development of organic products in China.文章源自FOFCC-http://fofcc.org.cn/am/11417/
