On April 16, the “Editor's Perspective” column of the People's Daily published a commentary titled “Fake and Inferior Products: Whether Regulated or Not Makes a Big Difference,” affirming the achievements of the Certification and Accreditation Administration of the People's Republic of China (CNCA), together with relevant departments, in starting with the improvement of the organic product certification system, tightening certification requirements and supervision, cracking down on fake and inferior organic products, and regulating the organic market order.文章源自FOFCC-http://fofcc.org.cn/en/11417/
The commentary stated that as consumer demand for organic products continues to increase, “for a time, the organic product market presented a chaotic state of mixed quality and authenticity, with products bearing ‘organic labels” proliferating in market information, exaggerated and false advertising prevailing, non-standard use of organic product certification marks, and prominent problems such as chaotic certification bodies and certification granted for payment, making it difficult for consumers to distinguish genuine from fake, and situations where consumers suffered losses and were deceived occurred from time to time." 文章源自FOFCC-http://fofcc.org.cn/en/11417/
The commentary said that in response to these problems, the CNCA adopted a series of measures, including formulating a certified product catalog, revising certification implementation rules, establishing a “one product, one code” traceability system, and intensifying law enforcement and rectification efforts, to strengthen organic product certification supervision. “The newly revised ”Implementation Rules for Organic Product Certification“ imposes stricter requirements on the production, processing, labeling, sales standards, and certification of organic products, making them more operable and more convenient for consumer oversight.” At the same time, "consumers can verify authenticity through the China Food and Agricultural Products Certification Information System, which provides great convenience for consumers to participate in oversight and sharply increases the risk for counterfeit products. The new rules also intensified testing, undercover inspections, and other efforts." 文章源自FOFCC-http://fofcc.org.cn/en/11417/
The commentary pointed out that “after the implementation of the new rules, a large number of non-compliant enterprises were eliminated. Consumers clearly feel that there are “many fewer organic products” on the market.“ ”Compared with previous years, the organic market environment should be said to have improved considerably." 文章源自FOFCC-http://fofcc.org.cn/en/11417/
The commentary emphasized that “this shows that whether government regulation is active or inactive, whether the regulatory system is complete and feasible, and whether consumers” oversight role can be brought into play are crucial to the effectiveness of combating counterfeits,“ and that ”for those commercial fraud industries that are pervasive, widespread, seriously troubling consumers, and disrupting market order, we should be as serious as we are with organic products." 文章源自FOFCC-http://fofcc.org.cn/en/11417/
In recent years, in response to problems existing in organic products, the CNCA, under the leadership of the General Administration of Quality Supervision, Inspection and Quarantine, together with relevant departments, has improved the organic product certification and supervision management system and actively carried out special actions to combat fake and inferior organic product certification certificates and marks, successively revoking or canceling 613 problematic organic product certification certificates and 11 organic product certification bodies, thereby ensuring the effectiveness of organic product certification and promoting the healthy development of China's organic products.文章源自FOFCC-http://fofcc.org.cn/en/11417/
