On October 2, 2024, the European Commission officially announced the postponement of the implementation of the EU Deforestation Regulation (EUDR). This decision was made as an adjustment based on feedback from international and European stakeholders regarding preparatory work. Under the new proposal, large enterprises must achieve compliance by December 30, 2025, while micro and small enterprises enjoy an additional six-month grace period, i.e., until June 30, 2026. The additional transition period will help enterprises make adequate preparations.Өгүүлэл нь ...-аас авсанFOFCC-http://fofcc.org.cn/mn/26268/
This postponement does not change the core objective of the regulation, which is to reduce the contribution of products placed on the EU market to global deforestation and forest degradation. To deepen the understanding of the regulation among enterprises and enforcement authorities, the Commission has also published updated guidance documents, including operating instructions for the information system, the latest adjustments to penalty provisions, and detailed explanations of key terms, so as to ensure consistency and effectiveness in the enforcement of the regulation.Өгүүлэл нь ...-аас авсанFOFCC-http://fofcc.org.cn/mn/26268/
To ensure the smooth implementation of the regulation, the Commission has also established an international cooperation framework aimed at supporting smallholder farmers, ensuring respect for human rights, achieving a fair transition, and promoting the development of deforestation-free agricultural supply chains. This framework identifies five priority action areas and eight key principles, and provides implementation tools such as dialogue and financing. Meanwhile, the EU has established a dedicated information system, through which enterprises can register and submit due diligence statements starting in November. To facilitate use by enterprises, the system is also equipped with multilingual training and user guides. The Commission calls on all parties to actively complete system connection, testing, and training, and to continue dialogue with international partners in order to accelerate the completion of country-specific risk classification under the regulation.Өгүүлэл нь ...-аас авсанFOFCC-http://fofcc.org.cn/mn/26268/
The core of this regulation is to ensure that commodities entering the EU market, such as cattle, cocoa, coffee, palm oil, rubber, soy, timber, and their derived products, are no longer produced in a manner that exacerbates global deforestation.Өгүүлэл нь ...-аас авсанFOFCC-http://fofcc.org.cn/mn/26268/
For organic soybeans, organic soybean meal, organic soy protein, organic palm oil, and other products produced by FOFCC-certified organizations, a “Deforestation-Free Due Diligence Report” should also be uploaded to the EU system before the end of 2025; otherwise, the products will face risks such as return shipment or destruction. To this end, FOFCC is closely coordinating with IBD to ensure that all relevant certified organizations can complete the submission of reports before the end of 2025, so as to safeguard the stability of exports of related products to Europe.Өгүүлэл нь ...-аас авсанFOFCC-http://fofcc.org.cn/mn/26268/
