Key Points of the New RegulationArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/32878/
In 2026, Skal will continue to conduct sampling and laboratory testing on imported high-risk organic products, with a focus on products that may present a risk of non-compliance. As of December 5, 2025, since the European Commission has not yet published the list of high-risk organic products subject to additional regulatory measures for 2026, Skal will temporarily continue to apply the 2025 high-risk organic product list until the new EU list is published. Skal has established the 2026 high-risk product list for the Netherlands based on its own risk analysis, covering 17 categories of common agricultural products, including onions, bananas, tropical fruits, coffee, tea, spices, cereals, edible oils, and fruit juices, etc.All of the above organic products from non-EU countries are subject to sampling and testing.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/32878/

Throughout 2026, Skal plans to conduct approximately 1,750 sampling inspections on imported high-risk products, comparable in scale to 2024 and 2025. In addition, Skal will retain a certain degree of flexibility to increase inspections of other products based on risk analysis; this portion of “random sampling” accounts for approximately 1% of total sampling volume.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/32878/

Inspection Procedure DescriptionArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/32878/
Skal will select consignments for inspection based on the information in the import certificate (COI) in the TRACES system. Sampling will be carried out by Qualitas Inspection, which will contact importers directly to arrange sampling times; during this period, importers must ensure that the goods are available for sampling at all times.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/32878/
Inspection results are generally issued within 2 to 8 working days. If special circumstances require further investigation, Skal will provide separate notification. Please note that only after the inspection results are satisfactory can the COI be signed and validated, and only then can the importer declare the goods to customs for release.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/32878/
