Source of Risk: On September 1, 2015, The Beijing News published an article titled “Chemical Additives Found in Feed at Fucheng Wufeng Organic Milk Base; Source Claims Supply to Telunsu,” reporting that a Beijing News journalist visited on August 27 the organic pasture closest to Beijing—the Fucheng Wufeng Organic Milk Production Base—and discovered non-organic-certified concentrate feed and restricted-use chemically synthesized additives (Megalac calcium fatty acid and Purina dairy cow dry-period concentrate supplement). Risk Analysis: The report mentioned the use of Megalac calcium fatty acid and Purina dairy cow dry-period concentrate supplement in the organic dairy cattle feeding process, which does not comply with the requirements of National Standard GB/T 19630 “Organic Products” Part 1: Production, including “8.4.3 When organic feed is in short supply, conventional feed may be fed. However, the proportion of conventional feed consumption for each animal species in the annual total consumption shall not exceed the following percentages: a) Herbivores (on a dry matter basis) 10%; b) Non-herbivores (on a dry matter basis) 15%. The proportion of conventional feed in the daily ration of livestock and poultry shall not exceed 25% of the total (on a dry matter basis). Feeding conventional feed shall require prior approval from the certification body.”; “8.4.7 The following methods and substances shall not be used: c) Feed extracted with chemical solvents or to which chemically synthesized substances have been added, except those extracted using water, ethanol, animal or vegetable oils, vinegar, carbon dioxide, nitrogen, or carboxylic acids.”; “8.4.8 Feed additives used shall be products listed in the feed additive variety catalog published by the competent agricultural administrative department and approved for sale, and shall simultaneously comply with the relevant requirements of this part.”; and "8.4.11 The following substances shall not be used (except those permitted for use in Table B.1): a) Chemically synthesized growth promoters (including antibiotics, antiparasitic drugs, and hormones used to promote growth); b) Chemically synthesized flavoring agents and spices; c) Preservatives (except when used as processing aids); d) Chemically synthesized colorants; e) Non-protein nitrogen (such as urea); f) Chemically purified amino acids; g) Antioxidants; h) Binders."文章源自FOFCC-http://fofcc.org.cn/am/11543/

Risk Recommendations: Recommendation 1. Certified organic enterprises: They should strictly regulate their own conduct in accordance with organic product certification standards, and when using input substances, they should use substances on the standard's permitted list and filed with the certification body, avoiding the use of non-compliant substances; it is recommended that they may appropriately adopt a model of opening the feeding process to the public, increase social transparency, and enhance consumer confidence. 2. Certification bodies: When inspecting livestock and poultry enterprises, they should focus on the use of animal feed, additives, and other input substances at the breeding site; carry out special unannounced inspections of existing certified enterprises, and clearly state to enterprises that input substances must be used strictly in accordance with organic standards; 3. Regulatory authorities: Implement special investigations of relevant certified breeding enterprises within their jurisdiction, increase inspection intensity for relevant enterprises, and once problems are discovered, promptly gather evidence and strictly handle them in accordance with the law.文章源自FOFCC-http://fofcc.org.cn/am/11543/
