On 25 April 2012, FOFCC sent representatives to attend the briefing meeting on the new organic product certification inspector registration criteria organised by the China Certification accreditation Association. The meeting was hosted by Lü Yan, Director of the CCAA Registration Department I, with Liu Xiande, Deputy Director of the cnca Registration Management Department, and Li Qiang, Deputy Secretary-General of the CCAA, attending and delivering important speeches. Over 50 representatives from 23 organic product certification bodies nationwide attended the meeting.
At the briefing session, Liu Xiande outlined the changes and significant impact of the new systems, including the GB/T 19630-2011 National Standard for Organic Products, which came into effect on 1 March this year, and cnca Implementation Rules for Organic Product Certification. He stated that cnca will also issue Administrative Measures for Organic Product Certification, creating a new regulatory system for organic certification. This system is characterised by prioritising strictness—namely strict standards, strict market access, strict enforcement and severe penalties—along with greater operability and more consistent standards. It establishes a traceability system where products are traceable, labels are tamper-evident and quantities are controllable, and introduces risk analysis and risk management.
Li Qiang informed the attendees that the registration system for organic product certification professionals has continuously improved alongside the refinement of the organic certification system by cnca. The newly released version of the criteria for registering organic product certification inspectors places greater emphasis on the professionals themselves. He stated that, in the field of organic certification, “integrity and ethics are actually more important than capability,” and that professionals observing laws and regulations, adhering to professional ethics, and maintaining integrity are guarantees of the effectiveness, impartiality, and objectivity of organic certification, as well as the foundation for the sustainable development of the organic certification market. All organic certification bodies should deepen their understanding of the state's establishment of the certification personnel registration system, grasp the essence of certification in terms of “conveying trust and serving development”, objectively analyse the moral standards and technical capabilities of professionals, and attach great importance to the long-term professional ethics cultivation and standardised management of personnel. At the same time, they must adhere to the principle of impartiality in market activities involving organic certification.
In accordance with the series of measures set out in the ‘cnca’ initiative to strengthen the supervision of organic certification, the CCAA has suspended the registration status of over 260 organic product certification inspectors who were registered under the previous version of the registration criteria but have not yet undertaken the conversion training and examination; their registration status will only be reinstated once they have completed the conversion training and examination;The management of organic certification practitioners has been further standardised across four key areas: refining professional categories, raising entry thresholds, tightening the assessment process, and strengthening post-certification supervision.
According to the new version of the CCAA Organic Product Certification Inspector Registration Criteria, the registration specialisms for organic product certification inspectors have changed from three specialisms (crop production, animal husbandry, and processing) to seven specialisms under four categories (plant-based, livestock and poultry, aquaculture, and processing), namely: plant production, wild plant collection, edible fungus cultivation, livestock and poultry breeding, bees and bee products, aquaculture, and processing. Requirements for expanding the scope of specialisms have been added, and the extension scenarios for two types of registration specialisms have been categorised. In addition, requirements regarding the educational background, work experience, and professional work experience of registration applicants have been raised. The assessment process for registration applicants has been made stricter, mainly including the addition of training and written examination requirements, a heightened emphasis on inspection skill requirements, and the introduction of witness evaluation requirements.
