To all IBD certified organizations and relevant parties:文章源自FOFCC-http://fofcc.org.cn/en/11778/

The year 2021 is coming to an end. The new EU organic regulation EU 848/2018 was published in May 2018 and was originally scheduled to enter into force in January 2021. This regulation replaces Regulation (EC) 834/2007, but due to the impact of the COVID-19 pandemic, the official implementation date has been postponed to January 1, 2022, and the transition period has been adjusted to December 31, 2024. IBD will gradually initiate the transition from the old to the new regulation in 2022 and 2023. We have listed possible questions regarding the transition period to assist certified organizations in smoothly transitioning to the new EU 848/2018 regulation.

Does the new regulation apply to certified organizations in China?文章源自FOFCC-http://fofcc.org.cn/en/11778/
Yes. This new regulation will apply to all organic producers certified under European organic regulations, whether within the EU or in other countries or regions outside the EU.文章源自FOFCC-http://fofcc.org.cn/en/11778/
Do certified organizations need to change their production systems?
Perhaps, but not necessarily. The new regulation does not differ significantly from the current regulation in terms of organic production principles and basic requirements. IBD will formally communicate these changes to all clients in 2022.文章源自FOFCC-http://fofcc.org.cn/en/11778/
Can I currently apply for certification under the new regulation?文章源自FOFCC-http://fofcc.org.cn/en/11778/
Not yet. At present, no certification body is authorized to issue certificates under the new regulation. The European Commission is adjusting the OFIS system (Organic Farming Information System) so that IBD can submit issued certificates to the OFIS system. To this end, certification bodies still need to undergo assessment and accreditation by their original accreditation bodies. This work will begin in 2022 and should be completed by December 31, 2024.文章源自FOFCC-http://fofcc.org.cn/en/11778/
How will the transition to the new regulation proceed?
IBD has drafted a transition plan for all clients. Some procedures have been adjusted, and staff have been trained. Two new measures will be implemented for smallholder group certification and traceability verification of organic management history. In 2022, IBD will successively send notification letters containing updates and all information needed by clients.文章源自FOFCC-http://fofcc.org.cn/en/11778/
What changes for IBD certified producers on January 1, 2022? 文章源自FOFCC-http://fofcc.org.cn/en/11778/
As of January 1, 2022, the current certification system will not change. The new regulation (EU) 2018/848 will be introduced, but it is not mandatory. We will continue to evaluate your production processes in accordance with the IBD Organic Quality Standards Guide [equivalent to the former EU organic regulations (EC) 834/2007, (EC) 889/2008, and (EC) 1235/2008] until the transition is completed.文章源自FOFCC-http://fofcc.org.cn/en/11778/
Are certified organizations' current certificates still valid on January 1, 2022?文章源自FOFCC-http://fofcc.org.cn/en/11778/
Yes. After January 1, 2022, all certificates issued by IBD under European Regulation (EC) 834/2007 remain valid, and no replacement certificates need to be issued. IBD will gradually carry out certificate conversion under the new regulation. As of December 31, 2024, products produced and certified under Regulation (EC) 834/2007 may still be exported to the EU normally.文章源自FOFCC-http://fofcc.org.cn/en/11778/
Will the issuance of COIs (Certificates of Inspection) for exports to Europe change?
No change. Until the transition is completed, exports of organic products to EU countries will still follow the current procedures. Applications must be submitted in the same manner, using the same documents, and will generally be issued through the TRACES system without change.文章源自FOFCC-http://fofcc.org.cn/en/11778/
What changes for exports to the UK?文章源自FOFCC-http://fofcc.org.cn/en/11778/
No changes for the time being. As of December 31, 2022, the UK will continue to recognize and accept imports of organic certified products certified under European regulations. IBD is included in the list of approved certification bodies and will continue to issue GB COIs (UK Certificates of Inspection) normally in accordance with current procedures.文章源自FOFCC-http://fofcc.org.cn/en/11778/
