On December 5, 2025, Skal—the official Dutch regulatory and certification body for organic products—issued a public notice announcing that, effective January 1, 2026, it will implement a new sampling inspection list for high-risk imported organic products. The new regulation clearly defines the specific combinations of products and countries of origin subject to sampling inspections and provides detailed operational procedures.文章源自FOFCC-http://fofcc.org.cn/en/32878/
Key Points of the New Regulation文章源自FOFCC-http://fofcc.org.cn/en/32878/
In 2026, Skal will continue conducting sampling and laboratory testing of high-risk imported organic products, with a focus on items that present potential non-compliance risks. As of December 5, 2025, the European Commission has not yet published its official 2026 list of high-risk organic products requiring additional oversight. Therefore, pending the release of the updated EU list, Skal will temporarily maintain the 2025 high-risk product list as a reference.Based on its own risk analysis, Skal has established the Netherlands’ 2026 national list of high-risk organic products, covering 17 categories of commonly traded agricultural goods, including onions, bananas, tropical fruits, coffee, tea, spices, cereals, edible oils, and fruit juices. All organic products in these categories originating from non-EU countries will be subject to mandatory sampling and testing.文章源自FOFCC-http://fofcc.org.cn/en/32878/

Throughout 2026, Skal plans to carry out approximately 1,750 sampling inspections of high-risk imports—a scale comparable to that of 2024 and 2025. Additionally, Skal will retain flexibility to include other products based on ongoing risk assessments; these “random samples” will account for roughly 8% of the total inspection volume.文章源自FOFCC-http://fofcc.org.cn/en/32878/

Inspection Process文章源自FOFCC-http://fofcc.org.cn/en/32878/
Skal will select consignments for inspection based on information from Certificates of Inspection (COIs) submitted via the EU’s TRACES system. Sampling will be conducted by Qualitas Inspection, which will contact importers directly to schedule sampling appointments. During this period, importers must ensure that the goods remain readily available for inspection at all times.文章源自FOFCC-http://fofcc.org.cn/en/32878/
Test results are typically issued within 2 to 8 working days. In cases requiring further investigation, Skal will notify the relevant parties separately. Importantly, the COI will only be validated and signed after a satisfactory test result is obtained, and only then may the importer proceed with customs clearance and take possession of the goods.文章源自FOFCC-http://fofcc.org.cn/en/32878/
