Starting from December 1, the "Measures for the Administration of National Food Safety Standards" will be implemented. Any citizen, legal person, or other organization may submit project proposals for national food safety standards, and may also submit opinions on issues existing in the process of standard implementation. The Measures stipulate that the Ministry of Health shall be responsible for the formulation (revision) of national food safety standards, and shall organize the establishment of a National Food Safety Standards Review Committee, which shall be responsible for reviewing draft national food safety standards and providing advisory opinions on the work of national food safety standards.
The Measures require that the drafting of national food safety standards shall be based primarily on the results of food safety risk assessments and the results of quality and safety risk assessments of edible agricultural products, shall fully take into account the level of China's social and economic development and the needs of objective reality, and shall refer to relevant international standards and the results of international food safety risk assessments.
After the drafting of a standard is completed, opinions shall be solicited in writing from all relevant parties, including standard users, scientific research institutions and universities, industries and enterprises, consumers, experts, and regulatory authorities. For standards that have passed the preliminary review by the Secretariat of the Review Committee, public opinions shall be solicited on the website of the Ministry of Health. At the same time, the Measures point out that after national food safety standards are implemented, the Review Committee shall conduct timely reexaminations and put forward recommendations on whether to continue their validity, revise them, or repeal them.
