Article 7: The principal person in charge of the unit where the base unit is located shall be the first person responsible for base creation and shall be responsible for the specific implementation of the base creation plan.
Article 8: The base shall establish a sound quality management system.
(1) The base office shall, in light of local actual conditions, formulate base creation objectives, implementation plans, and specific implementation schemes, organize the formulation of technical documents such as quality management manuals, organic production operating procedures, and production technical plans within the production area, and distribute the relevant technical documents to each base production unit.

The base shall promote the use of organic agricultural production materials recognized and recommended by authoritative state departments (including seeds, plant protection products, fertilizers, feed, feed additives, veterinary drugs, fishery drugs, growth regulators, etc.) (hereinafter collectively referred to as organic agricultural inputs), and shall strictly prohibit the purchase and use of production materials prohibited for use in organic agriculture.
The base shall be relatively concentrated, with at least 60% of the area having obtained organic certification from a legitimate certification body, and shall have a certain scale. Among them, the planting area of field grain crops shall be no less than 5,000 mu, the planting area of vegetables and fruits shall be no less than 1,000 mu, the planting area of tea gardens shall be no less than 1,000 mu, the area of naturally growing aquatic products shall be no less than 100,000 mu, the area of grazing livestock farming shall be no less than 100,000 mu, and the area of other bases shall be no less than 100,000 mu. Within three years, all areas must obtain organic certification.
Article 10: The base shall have established a sustainable production system.
The base shall scientifically lay out the core area of organic agricultural production and establish diversified organic agricultural production models, including organic planting bases, organic livestock farming bases, organic aquaculture bases, and bases for the development of the organic food processing industry. It shall promote straw return-to-field and comprehensive utilization technologies, carry out the production and rational use of organic fertilizer, and implement sustainable production models mainly in the forms of grain and cash crop rotation and intercropping and relay intercropping, as well as “livestock-biogas-grain (vegetables, fruits, tea)” and other forms featuring symbiosis of biological species, combination of use and conservation, and internal resource recycling.
