Article 9: The base shall have established an organic agricultural production system.
The selection and use of production materials in the base shall comply with the requirements of the national standard for "Organic Products." The base shall promote the use of organic agricultural production materials recognized and recommended by authoritative national departments (including seeds, plant protection products, fertilizers, feed, feed additives, veterinary drugs, fishery drugs, growth regulators, etc.) (hereinafter collectively referred to as organic agricultural inputs), and shall strictly prohibit the purchase and use of production materials prohibited for use in organic agriculture.
The base shall be relatively concentrated, with at least 60% of its area having obtained organic certification from a legitimate institution, and shall be of a certain scale. Among them, the planting area for field grain crops shall be no less than 5,000 mu, the planting area for vegetables and fruits shall be no less than 1,000 mu, the planting area for tea gardens shall be no less than 1,000 mu, the area for naturally growing aquatic products shall be no less than 100,000 mu, the area for grazing livestock shall be no less than 100,000 mu, and the area of other bases shall be no less than 100,000 mu. Within three years, all areas must obtain organic certification.
Article 10: The base shall have established a sustainable production system.
The base shall scientifically lay out the core area of organic agricultural production and establish diversified organic agricultural production models, including organic planting bases, organic livestock breeding bases, organic aquaculture bases, and bases for the development of the organic food processing industry. It shall promote straw return-to-field and comprehensive utilization technologies, carry out the production and rational use of organic fertilizer, and implement sustainable production models mainly featuring crop rotation and intercropping of grain and cash crops, as well as internal resource recycling such as “livestock-biogas-grain (vegetables, fruit, tea)” based on biological symbiosis and the combination of use and conservation.
Article 11: The base shall have established an industrialized operation system.
The base shall rely on leading enterprises and specialized farmer cooperative organizations, strengthen the integration of production and marketing, and vigorously promote business models such as “company + farmers,” “company + cooperative (association) + farmers,” “cooperative + farmers,” and “association + farmers.” Leading enterprises, cooperatives (associations), and farmers shall sign contracts, with the contract signing and performance rate reaching 80%, and establish a close interest linkage mechanism featuring shared benefits and shared risks. After three years, the contract signing and performance rate shall reach 90% or more.
Article 12: The base shall achieve internal resource recycling.
The areas covered by the base shall, through methods such as the biogas conversion of straw and human and livestock/poultry manure, promote the resource transformation and reuse of agricultural production waste and the construction of ecological homeland in rural areas.
