Article 2: An organic agriculture demonstration base (hereinafter referred to as the "base") refers to a production unit (referring to the organic production enterprises involved within the base's production area) or a combination of production units that follows natural laws and ecological principles, conducts production in accordance with the national standard for "Organic Products," establishes and restores the biodiversity and virtuous cycle of the agricultural ecosystem, achieves a balance between crop farming and livestock breeding, and has been reviewed and recognized by the Green Food Management Office of the Ministry of Agriculture (hereinafter referred to as the "Green Office of the Ministry of Agriculture").
Article 3: The Green Office of the Ministry of Agriculture is responsible for the overall planning, on-site inspection, and organization and management of the final recognition of base creation nationwide. The provincial-level agricultural administrative departments in each province are responsible for approving the preliminary review opinions of the provincial green offices. The green food management institutions of each province (hereinafter referred to as the "provincial green offices") are responsible for the preliminary review of base creation application materials within their jurisdictions, the organization and implementation of on-site verification, and the routine supervision of bases after creation.
Chapter II Application Conditions
Article 4: The base shall be selected in areas with a good agricultural ecological environment, far away from towns, factories, and main traffic lines. The base shall be relatively independent, with good natural isolation or protection isolation belts established around it. Bases that may be polluted shall undergo environmental quality monitoring. Environmental monitoring shall be completed by monitoring institutions recognized by the Ministry of Agriculture, and the environmental quality shall comply with the relevant provisions of the national standard for "Organic Products."
Article 5: A base creation leading group led by the county-level agricultural administrative department shall be established to be responsible for the overall planning, organization, and management of base creation within its jurisdiction.
Article 6: Under the guidance of the base creation leading group, a base creation office (hereinafter referred to as the "base office") shall be established as the routine management institution of the base.
Article 7: The principal person in charge of the unit where the base unit is located shall be the first responsible person for base creation and shall be responsible for the specific implementation of the base creation plan.
Article 8: The base shall establish a sound quality management system.
(1) The base office shall, in light of local actual conditions, formulate base creation objectives, implementation plans, and specific implementation schemes, organize the formulation of technical documents such as quality management manuals, organic production operating procedures, and production technical plans within the production area, and distribute the relevant technical documents to each base production unit.
(2) The base office shall designate personnel with relevant knowledge and experience to carry out routine production management and routine supervision and inspection work.
(3) The base office shall provide training to production management personnel, technical personnel, and farmers in the base units so as to improve the level of agricultural production and management.
(4) Base units shall formulate annual production plans, fill in annual production plan forms, and submit them to the base office for unified archiving.
Article 9: The base shall have established an organic agricultural production system.
The selection and use of production materials in the base shall comply with the requirements of the national standard for "Organic Products." The base shall promote the use of organic agricultural production materials recognized and recommended by authoritative national departments (including seeds, plant protection products, fertilizers, feed, feed additives, veterinary drugs, fishery drugs, growth regulators, etc.) (hereinafter collectively referred to as "organic agricultural inputs"), and it is strictly prohibited to purchase and use production materials prohibited for use in organic agriculture.
The base shall be relatively concentrated, with at least 60% of the area having obtained organic certification from a legitimate institution, and it shall have a certain scale. Among them, the planting area of field grain crops shall be no less than 5,000 mu, the planting area of vegetables and fruits shall be no less than 1,000 mu, the planting area of tea gardens shall be no less than 1,000 mu, the area of naturally growing aquatic products shall be no less than 100,000 mu, the area of grazing livestock breeding shall be no less than 100,000 mu, and the area of other bases shall be no less than 100,000 mu. Within three years, all areas must obtain organic certification.
Article 10: The base shall have established a sustainable production system.
The base shall scientifically lay out the core area of organic agricultural production and establish diversified organic agricultural production models, including organic planting bases, organic livestock breeding bases, organic aquaculture bases, and organic food processing development bases. It shall promote straw return-to-field and comprehensive utilization technologies, carry out organic fertilizer production and rational utilization, and implement sustainable production models mainly in the forms of grain and economic crop rotation and intercropping and relay intercropping, as well as “livestock-biogas-grain (vegetables, fruits, tea)” and other forms featuring biological species symbiosis, combination of use and conservation, and internal resource recycling.
Article 11: The base shall have established an industrialized operation system.
The base shall rely on leading enterprises and specialized farmer cooperative organizations, strengthen production-marketing integration, and vigorously promote business models such as “company + farmers,” “company + cooperative (association) + farmers,” “cooperative + farmers,” and “association + farmers.” Leading enterprises, cooperatives (associations), and farmers shall sign contracts, with the contract signing and performance rate reaching 80%, and establish a close interest linkage mechanism featuring shared benefits and shared risks. After three years, the contract signing and performance rate shall reach more than 90%.
Article 12: The base shall realize the recycling of internal resources.
The areas covered by the base shall, through methods such as straw and human, livestock, and poultry manure biogas utilization, promote the resource transformation and reuse of agricultural production waste and the construction of ecological homeland in rural areas. Among them, the comprehensive utilization rate of straw and the comprehensive utilization rate of human, livestock, and poultry manure shall both reach 90%, and after three years shall reach more than 95%.
Article 13: The base shall have established a traceability system.
(1) The base shall set up base identification signs in prominent locations, indicating information such as the base name, creation unit, and creation time. A base location map and a base unit distribution map shall be drawn, and base units shall be uniformly numbered.
(2) Base units shall set up identification signs in prominent locations, indicating the name of the person in charge of the base unit, the number, the scale, and the names of the main products produced.
(3) Base units shall assign dedicated personnel to be responsible for recording work in links such as routine production, harvesting (including fishing, slaughtering, etc.), transportation, storage, processing, and sales, promptly complete organic agricultural production management records, fill in record forms, and truthfully record routine organic agricultural production management activities, especially the use of organic agricultural inputs. The above records shall implement a signature responsibility system. All
kinds of records shall be submitted to the base office within one week after the end of a production season, and records shall be kept for at least 5 years.
(4) Products produced by the base shall be harvested and stored separately to avoid mixing with non-organic products, and it is strictly prohibited to use prohibited substances to prevent and control pests and diseases during storage.
(5) Products produced by the base shall be traceable, and a strict recall system and responsibility traceability system shall be implemented for quality problems.
Chapter III Application Procedures and Supervision and Management
Article 14: The township (town) government, county government, and state-owned farm where the base is located shall apply for the base on their own in accordance with the principle of voluntariness.
Article 15: Application procedures
(1) The unit intending to apply for the base shall submit a written application to the provincial green office where it is located, fill in the "Application Form for the Creation of an Organic Agriculture Demonstration Base," and attach relevant documents and materials.
(2) Within 60 working days after receiving the written application and relevant documents and materials, the provincial green office shall organize relevant personnel to conduct a preliminary review of the materials, conduct on-site verification of the base, issue review opinions, and after approval by the provincial-level agricultural administrative department where it is located, submit the application materials and preliminary review opinions to the Green Office of the Ministry of Agriculture.

Article 16: The Green Office of the Ministry of Agriculture shall deliberate on the preliminary review opinions and assessment opinions submitted by the provincial green offices and the expert group. For those that meet the conditions, the Green Office of the Ministry of Agriculture shall issue uniformly produced “National Organic Agriculture Demonstration Base” certificates and signboards, and announce them to the public through relevant media. The validity period for the use of certificates and signboards shall be three years.
