Yongning County is one of China's important commodity grain bases. Entering the opening year of the “12th Five-Year Plan,” the Yongning County Party Committee and County Government have made full use of the favorable natural ecological environment and agricultural infrastructure on both sides of the Yellow River to build an organic rice base along the west side of Binhe Avenue, striving to become a demonstration county for organic rice in the region. By the end of the “12th Five-Year Plan,” the county aims to build an organic rice production base of 50,000 mu and, through radiation-driven development, promote the planting of 100,000 mu of high-quality rice. To promote efficient organic rice production and make every effort to create a unique organic rice brand, Yongning County, through a model of “government promotion, enterprise operation, and farmer participation,” fully supports grain processing enterprises such as Lanshan Zhiye in building a green rice base in the along-the-Yellow-River urban belt. It is reported that under policy support, for grain processing enterprises, large grain-growing households, and specialized farmer cooperative organizations that transfer more than 1,000 mu of land and plant organic rice, a subsidy of 100 yuan/mu will be given each year for the first two years of the conversion period; if products pass “organic product” certification or pass “organic conversion product” certification for three consecutive years, the county finance department will give a reward of 200,000 yuan; if grain processing enterprises or circulation enterprises establish a benefit-linking mechanism with specialized farmer cooperatives or farmers and sign organic rice production orders for a scale of more than 5,000 mu, the enterprises will be given a subsidy of 100,000 yuan. Companies, cooperatives, or farmers planting organic rice will be given a seed subsidy of 30 yuan/mu, a mechanical transplanting fee subsidy of 60 yuan/mu, and an organic fertilizer subsidy of 160 yuan/mu. Yao Guixiang, a villager from Jingyi Village, Wanghong Town, said excitedly: “After listening to the technician's explanation, my confidence has greatly increased.
