On January 19, 2023, the United States Department of Agriculture (USDA) published the revised USDA Organic Program (NOP) to strengthen oversight and enforcement of the production, handling, and sale of organic agricultural products. The main contents of this revision are:
Revising the applicability of the regulations and the circumstances under which organic certification may be exempted;
Mandating the use of NOP import sales certificates;
Revising the requirements for recordkeeping and product traceability;
Adding requirements for the qualifications and training of certification body personnel;
Establishing standardized organic certification certificates;
Revising the requirements for unannounced on-site inspections of certified operations;
Adding requirements for oversight of certification activities;
Adding requirements for equivalence assessments between the NOP and other national standards;
Adding requirements for certification of producer groups;
Adding labeling requirements for non-retail products;
Revising the requirements for annual certification maintenance of certified operations;
Revising compliance and appeal procedures;
