The State Administration for Market Regulation and the Standardization Administration of China jointly issued GB/T 19630:2019 "Organic Products Production, Processing, Labeling and Management System Requirements" (hereinafter referred to as the 2019 Edition Standard) on August 30, 2019, replacing GB/T 19630.1~4-2011 (hereinafter referred to as the 2011 Edition Standard).Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11744/
The Certification and Accreditation Administration of the People's Republic of China also issued the new edition of the "Implementation Rules for Organic Product Certification" (Announcement No. 21 of 2019) and the "Organic Product Certification Catalogue" (Announcement No. 22 of 2019) on November 6, 2019. Our organization (hereinafter referred to as FOFCC) has implemented certification activities in accordance with the requirements of the 2019 Edition Standard and the new edition of the Implementation Rules since January 1, 2020. - Certification Standard Conversion Period
1. The conversion period for the 2019 Edition Standard ends on December 31, 2019.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11744/
2. All organic certification certificates issued in accordance with the 2011 Edition Standard will expire on December 31, 2019. Certificates that have not yet expired shall be replaced with organic certification certificates based on the 2019 Edition Standard.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11744/
3. FOFCC shall, from January 1, 2020, accept, audit, and issue organic certification certificates based on the 2019 Edition Standard and the new edition of the Implementation Rules.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11744/
II. Conversion Work ArrangementsArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11744/
1. All certified organizations and relevant parties are requested to arrange personnel to participate in the standard conversion training organized by FOFCC on December 23, 2019, or to independently conduct training and study on the 2019 Edition Standard and the new edition of the Implementation Rules, to master the changes in the 2019 Edition Standard and the new edition of the Implementation Rules. Training for personnel involved in organic production, processing, and operation systems shall achieve full coverage, and relevant documents and records shall be retained.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11744/
2. To ensure the smooth implementation of the conversion work, all certified organizations and relevant parties are requested to plan and implement in advance in accordance with the requirements of the 2019 Edition Standard and the new edition of the Implementation Rules, make relevant adjustments to the management system documents, work processes, resources, etc. for organic production, processing, and operation, and promptly complete the establishment and operation of the new management system within the conversion period, ensuring the management system continues to comply and remain effective.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11744/
3. To protect the legitimate rights and interests of all certified organizations and relevant parties, FOFCC shall, from the date of publication of this announcement, begin accepting conversion audits for the re-issuance of certificates based on the 2019 Edition Standard, and promptly issue certification certificates based on the 2019 Edition Standard to certified organizations that comply with the 2019 Edition Standard (before CNAS conducts accreditation for the 2019 Edition Standard, issued certificates shall not bear the CNAS accreditation mark). 3.1 For certified organizations that have already completed on-site inspections or obtained organic certification certificates based on the 2011 Edition Standard in 2019, they shall, within the conversion period, improve their organic production, processing, and operation systems in accordance with the 2019 Edition Standard and submit relevant improvement documents;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11744/
3.2 For certified organizations that have already accepted organic recertification applications but have not yet undergone on-site inspections in 2019, or for certification applicants applying for the first time, they shall, within the conversion period, improve their organic production, processing, and operation systems in accordance with the 2019 Edition Standard and submit relevant improvement documents. After January 1, 2020, FOFCC will re-conduct application review and implement on-site inspections in accordance with the 2019 Edition Standard;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11744/
3.3 For enterprises consulting about organic certification applications or interested in applying for FOFCC organic certification, they may communicate with FOFCC acceptance personnel to understand the arrangements and requirements for the standard conversion. 4. From January 1, 2020, engaging in organic product production, processing, and operation activities shall comply with the provisions of the new edition of the Implementation Rules.
