4.1.2 The certification body shall require the applicant to submit the following documents and materials:文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.1.2.1 The applicant's legal business qualification documents, such as land use certificates, business licenses, lease contracts, etc.; where the applicant is not the direct producer or processor of the organic products, the applicant shall also submit written contracts signed with all relevant parties;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.1.2.2 Basic information of the applicant and the organic production and processing, including the name, address and contact information of the applicant/producer, the name and information of the production site (base)/processing site; the production history over the past three years, including descriptions of farming operations, pest, disease and weed control, input use and harvest conditions; the scale of production and processing, including descriptions of varieties, area, output, processing volume, etc.; information on applications for and obtainment of other organic product certifications.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.1.2.3 Description of the regional scope of the production site (base), including geographical location maps, plot distribution maps, plot maps, area, buffer zones, and explanations of the use of surrounding adjacent plots; description of the surrounding environment of the processing site, factory layout plan, process flow chart, etc.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.1.2.4 Production, processing and sales plans for the organic products applied for certification, including varieties, area, estimated output, processed product varieties, estimated processing volume, product varieties for sale and planned sales volume, sales destinations, etc.;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.1.2.5 Supporting materials concerning environmental quality of the production site (base) and processing site;文章源自FOFCC-http://fofcc.org.cn/am/11223/

4.2 Acceptance文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.2.1 The certification body shall, within 10 working days from the date of receipt of the applicant's written application, complete the review of the application materials and make a decision on whether to accept it.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.2.2 If acceptance is agreed, the certification body shall sign a certification contract with the applicant; if not accepted, it shall notify the applicant in writing and explain the reasons.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.2.3 The review process of the certification body shall ensure that:文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.2.3.1 Certification requirements are clearly specified, documented and understood;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.2.3.2 Differences in understanding between the certification body and the applicant are resolved;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.2.3.3 It has the capability to provide certification services for the applied certification scope, the applicant's workplaces and special requirements.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.2.4 The certification body shall retain records of the review process.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3 Inspection Preparation and Implementation文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.1 Issuance of Inspection Tasks文章源自FOFCC-http://fofcc.org.cn/am/11223/
Before inspection, the certification body shall issue an inspection task document, the contents of which include but are not limited to:文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.1.1 Contact information, address, etc. of the applicant;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.1.2 Inspection basis, including certification standards and other relevant laws and regulations;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.1.3 Inspection scope, including the types of products to be inspected, production sites (bases), processing premises, etc.;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.1.4 Key inspection points, including the management system, traceability system, and use of inputs, etc.; for entities or individuals certified in the previous year, this certification shall focus on inspecting the implementation of rectification requirements raised by the certification body, etc.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.2 The certification body shall, according to the inspection category, assign inspectors with corresponding qualifications and competence, and shall obtain the applicant's consent, but the applicant may not designate inspectors. Before on-site inspection, the certification body shall review the applicant's/producer's management system and other documents to determine their suitability, adequacy, and conformity with the standards, and shall retain review records.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.4 Inspection Plan文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.4.1 The certification body shall formulate an inspection plan and confirm it with the applicant before the on-site inspection. The inspection plan shall include: inspection basis, inspection content, personnel to be interviewed, inspection sites, and time arrangements, etc.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.4.2 The inspection time shall be arranged at an appropriate stage of the production process of the product applied for certification, and at least one inspection shall be conducted during the growing period and the product processing period; for the first inspection of a production site (base), the inspection scope shall cover no less than 2/3 of the production activity scope. 4.3.5 Inspection Implementation文章源自FOFCC-http://fofcc.org.cn/am/11223/
Evaluate the applicant's management system in accordance with the requirements of the certification basis standards, verify the consistency between the production and processing processes and the documents submitted by the applicant in accordance with Clause 4.1.2, and confirm the conformity of the production and processing processes with the certification basis standards. e) Assessment of internal inspection and continuous improvement;文章源自FOFCC-http://fofcc.org.cn/am/11223/
f) Confirmation and assessment of the environmental quality status of the production site and the risks that may cause contamination to organic production;文章源自FOFCC-http://fofcc.org.cn/am/11223/
g) When necessary, sample collection and analysis;文章源自FOFCC-http://fofcc.org.cn/am/11223/
h) When applicable, inspection of the implementation of rectification requirements raised by the certification body in the previous year;文章源自FOFCC-http://fofcc.org.cn/am/11223/
i) Before concluding the inspection, the inspector shall summarize the inspection situation, identify existing problems, and confirm them. The inspected party shall be allowed to provide explanations regarding the existing problems.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.6 Assessment and Confirmation of the Environmental Quality Status of the Production Site文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.6.1 When conducting inspections, the certification body shall ensure that the environmental quality status of the production site (base) meets the requirements stipulated in GB/T19630-2005 "Organic Products";文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.6.2 When the applicant cannot provide a valid monitoring report (certificate) for the environmental quality status of the production site, and the certification body cannot determine whether the environmental quality of the production site meets the requirements stipulated in GB/T19630-2005 "Organic Products," the certification body shall require the applicant to commission a qualified monitoring institution to monitor the environmental quality of the production site and provide a valid monitoring report (certificate).文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.7 Sample Collection and Analysis文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.7.1 The certification body shall, in accordance with the corresponding national standards, formulate procedures for sample collection and analysis (including residue and genetically modified organism analysis, etc.).文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.7.2 If the inspector suspects that the applicant has used substances prohibited by the certification standards, or that the production site environment or products may be contaminated, etc., samples shall be collected on site;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.7.3 The collected samples shall be submitted to testing institutions with relevant qualifications for analysis.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.8 Inspection Report文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.8.1 The inspection report shall adopt the format prescribed by the certification body.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.8.2 The inspection report, inspection records, and other written documents shall provide sufficient information to enable the certification body to make an objective certification decision.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.8.3 The inspection report shall include risk assessment and the inspector's judgment on the conformity of the producer's production and processing activities with the certification standards, as well as descriptions of relevant aspects such as information collected during the inspection and non-conformities.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.8.4 The inspector shall evaluate the overall situation of the applicant's/producer's implementation of the standards, but shall not make a written conclusion on whether the production site (base)/processor or product applied for certification passes certification.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.3.8.5 The inspection report shall be confirmed in writing by the applicant.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4 Certification Decision文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.1 After the production process inspection is completed, the certification body shall conduct an evaluation based on all information collected during the certification process, make a certification decision, and promptly notify the applicant.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.2 The applicant/producer shall be approved for certification if it meets one of the following conditions:文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.2.1 The production activities and management system meet the requirements of the certification standards.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.2.2 If the production activities, management system, and other relevant information do not fully meet the requirements of the certification standards, the certification body shall raise rectification requirements. If the applicant has completed rectification within the prescribed time limit, or has submitted rectification measures and is capable of completing rectification within the prescribed time limit to meet the certification requirements, the certification body may approve certification after verification.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.3 The applicant/producer shall not be approved for certification if the production activities have any of the following circumstances:文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.3.1 No management system has been established, or the established management system has not been effectively implemented;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.3.2 Prohibited substances are used;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.3.3 The production process is not traceable;文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.3.4 Rectification has not been completed within the time specified by the certification body, or rectification measures have not been submitted; the submitted rectification measures do not meet the certification requirements.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.4.3.5 Other matters that seriously fail to meet the requirements of organic standards.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.5 The certification body shall promptly issue certification certificates to applicants approved for certification and permit them to use the certification mark/label.文章源自FOFCC-http://fofcc.org.cn/am/11223/
4.6 The certification body shall sign an organic product mark/label use contract with the certified entity or individual, clarifying the conditions and requirements for the use of the mark/label.文章源自FOFCC-http://fofcc.org.cn/am/11223/
5 Post-certification Management文章源自FOFCC-http://fofcc.org.cn/am/11223/
5.1 The certification body shall take effective management measures for certified entities or individuals and products, and conduct unannounced inspections when necessary, to ensure continuous conformity with certification requirements;文章源自FOFCC-http://fofcc.org.cn/am/11223/
5.2 The certification body shall conduct follow-up management of the use of marks on certified products, ensuring that products using the organic mark/label are consistent with the scope specified in the certification certificate (including the number of marks);文章源自FOFCC-http://fofcc.org.cn/am/11223/
5.3 The certification body shall promptly obtain information on relevant changes and take appropriate measures to manage them, so as to ensure that the certified entity or individual meets the certification requirements;文章源自FOFCC-http://fofcc.org.cn/am/11223/
5.4 In violation of Article 27 of the Measures for the Administration of Organic Product Certification, the certification body shall promptly revoke or suspend its certification certificate, require it to stop using the certification mark/label, and make it public.文章源自FOFCC-http://fofcc.org.cn/am/11223/
6 Certification Certificates, Marks and Labels文章源自FOFCC-http://fofcc.org.cn/am/11223/
6.1 The certification body shall adopt the basic formats for organic product certification certificates and organic conversion product certification certificates prescribed by the Certification and Accreditation Administration of the People's Republic of China.文章源自FOFCC-http://fofcc.org.cn/am/11223/
6.2 The contents of the certification certificate shall truthfully state the standards applied, certification category, and use of the accreditation mark based on the actual certification and accreditation situation.文章源自FOFCC-http://fofcc.org.cn/am/11223/
6.3 The certification body shall use the national organic product mark, the national organic conversion product mark, and the certification body's label in accordance with the provisions of the Measures for the Administration of Certification Certificates and Certification Marks and the Measures for the Administration of Organic Product Certification.文章源自FOFCC-http://fofcc.org.cn/am/11223/
6.4 Certification marks independently developed by the certification body shall be filed with the Certification and Accreditation Administration of the People's Republic of China.文章源自FOFCC-http://fofcc.org.cn/am/11223/

The certification body shall collect fees in accordance with the relevant provisions of the Notice of the State Planning Commission and the State Bureau of Quality and Technical Supervision on Issuing the Measures for the Administration of Product Quality Certification Fees and Fee Standards (J.J.G.
