4.1.2.1 The applicant's legal business qualification documents, such as land use certificates, business licenses, lease contracts, etc.; where the applicant is not the direct producer or processor of organic products, the applicant shall also submit written contracts signed with all relevant parties;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.1.2.2 Basic information of the applicant and the organic production and processing, including the name, address and contact information of the applicant/producer, the name and information of the production site (base)/processing premises; the production history over the past three years, including descriptions of farming practices, pest, disease and weed control, input use and harvest conditions; the scale of production and processing, including descriptions of varieties, areas, yields, processing volumes, etc.; information on applications for and obtainment of other organic product certifications.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.1.2.3 Description of the regional scope of the production site (base), including geographical location maps, plot distribution maps, plot maps, areas, buffer zones, and explanations of the use of adjacent plots, etc.; description of the surrounding environment of the processing premises, factory layout plans, process flow charts, etc.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.1.2.4 Production, processing and sales plans for the organic products applied for certification, including varieties, areas, estimated yields, processed product varieties, estimated processing volumes, product varieties for sale and planned sales volumes, sales destinations, etc.;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.1.2.5 Supporting documents concerning environmental quality of the production site (base) and processing premises;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/

4.2 AcceptanceArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.2.1 The certification body shall, within 10 working days from the date of receipt of the applicant's written application, complete the review of the application materials and make a decision on whether to accept the application.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.2.2 If the application is accepted, the certification body shall sign a certification contract with the applicant; if not accepted, it shall notify the applicant in writing and state the reasons.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/

4.3 Inspection Preparation and ImplementationArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.1 Issuance of Inspection TasksArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
Before inspection, the certification body shall issue an inspection task document, including but not limited to:Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.1.1 Contact information, address, etc. of the applicant;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.1.2 Inspection basis, including certification standards and other relevant laws and regulations;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.1.3 Inspection scope, including the types of products to be inspected and the production sites (bases), processing premises, etc.;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.1.4 Key inspection points, including the management system, traceability system, and use of inputs, etc.; for entities or individuals that obtained certification in the previous year, this certification inspection shall focus on verifying the implementation of rectification requirements raised by the certification body, etc.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.2 The certification body shall, according to the inspection category, assign inspectors with corresponding qualifications and competence, and shall obtain the applicant's consent; however, the applicant may not designate specific inspectors. 4.3.3 Document ReviewArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
Prior to the on-site inspection, the certification body shall review the management system and other documents of the applicant/producer to determine their suitability, adequacy, and conformity with the standards, and shall retain review records.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.4 Inspection PlanArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.4.1 The certification body shall develop an inspection plan and confirm it with the applicant prior to the on-site inspection. The inspection plan shall include: inspection basis, inspection content, personnel to be interviewed, inspection sites, and time schedule, etc.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.4.2 The inspection time shall be arranged at an appropriate stage of the production process of the products applying for certification, and at least one inspection shall be conducted during the growing period and during product processing; for the initial inspection of a production site (base), the inspection scope shall cover no less than 2/3 of the production activity scope. 4.3.5 Inspection ImplementationArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
The management system of the applicant shall be evaluated in accordance with the requirements of the certification basis standards, the consistency between the production and processing processes and the documents submitted by the applicant in accordance with Clause 4.1.2 shall be verified, and the conformity of the production and processing processes with the certification basis standards shall be confirmed. d) Evaluation of the traceability system;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
e) Assessment of internal inspection and continuous improvement;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
f) Confirmation and assessment of the environmental quality status of the production site and the risks of potential contamination to organic production;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
g) When necessary, sample collection and analysis;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
h) When applicable, inspection of the implementation of rectification requirements raised by the certification body in the previous year;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
i) Before concluding the inspection, the inspector shall summarize the inspection findings, identify existing problems, and confirm them. The inspected party shall be allowed to provide explanations regarding the existing problems.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.6 Assessment and Confirmation of the Environmental Quality Status of the Production SiteArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.6.1 When conducting inspections, the certification body shall ensure that the environmental quality status of the production site (base) meets the requirements stipulated in GB/T19630-2005 "Organic Products";Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.6.2 When the applicant cannot provide valid monitoring reports (certificates) for the environmental quality status of the production site, and the certification body is unable to determine whether the environmental quality of the production site meets the requirements stipulated in GB/T19630-2005 "Organic Products," the certification body shall require the applicant to commission a qualified monitoring institution to monitor the environmental quality of the production site and provide valid monitoring reports (certificates).Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.7 Sample Collection and AnalysisArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.7.1 The certification body shall, in accordance with the corresponding national standards, develop procedures for sample collection and analysis (including residue and genetically modified organism analysis, etc.).Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.7.2 If the inspector suspects that the applicant has used substances prohibited by the certification standards, or that the production site environment or products may be contaminated, etc., samples shall be collected on site;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.7.3 The collected samples shall be submitted to testing institutions with relevant qualifications for analysis.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.8 Inspection ReportArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.8.1 The inspection report shall adopt the format prescribed by the certification body.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.8.2 The inspection report, inspection records, and other written documents shall provide sufficient information to enable the certification body to make an objective certification decision.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.8.3 The inspection report shall include risk assessment and the inspector's judgment on the conformity of the producer's production and processing activities with the certification standards, as well as descriptions of relevant aspects such as information collected during the inspection and non-conformities.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.8.4 The inspector shall evaluate the overall situation of the applicant/producer's implementation of the standards, but shall not make a written conclusion as to whether the production site (base)/processor or products applying for certification have passed certification.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.3.8.5 The inspection report shall be confirmed in writing by the applicant.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4 Certification DecisionArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.1 After the production process inspection is completed, the certification body shall conduct an evaluation based on all information collected during the certification process, make a certification decision, and promptly notify the applicant.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.2 The applicant/producer shall be granted certification if it meets one of the following conditions:Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.2.1 The production activities and management system meet the requirements of the certification standards.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.2.2 If the production activities, management system, and other relevant information do not fully meet the requirements of the certification standards, the certification body shall raise rectification requirements. If the applicant has completed rectification within the prescribed time limit, or has submitted rectification measures and has the capability to complete rectification within the prescribed time limit to meet the certification requirements, the certification body may grant certification after verification.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.3 The applicant/producer shall not be granted certification if the production activities exhibit any of the following:Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.3.1 No management system has been established, or the established management system has not been effectively implemented;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.3.2 Prohibited substances are used;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.3.3 The production process is not traceable;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.3.4 Rectification has not been completed within the time specified by the certification body, or rectification measures have not been submitted; the submitted rectification measures do not meet the certification requirements.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.4.3.5 Other matters of serious non-conformity with organic standards.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.5 The certification body shall promptly issue certification certificates to applicants approved for certification and permit them to use the certification mark/label.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
4.6 The certification body shall sign an organic product mark/label use contract with the certified entity or individual, specifying the conditions and requirements for the use of the mark/label.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
5 Post-Certification ManagementArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
5.1 The certification body shall adopt effective management measures for certified entities or individuals and products, and conduct unannounced inspections when necessary, to ensure continuous compliance with certification requirements;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
5.2 The certification body shall conduct follow-up management of the use of marks on certified products, ensuring that products using the organic mark/label are consistent with the scope specified in the certification certificate (including the quantity of marks);Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
5.3 Certification bodies shall obtain information on relevant changes in a timely manner and take appropriate measures for management to ensure that certified units or individuals comply with certification requirements;Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
5.4 In violation of Article 27 of the Measures for the Administration of Organic Product Certification, the certification body shall promptly revoke or suspend its certification certificate, require it to stop using the certification mark/label, and announce it to the public.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
6 Certification Certificates, Marks and LabelsArtikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
6.1 Certification bodies shall adopt the basic formats for organic product certification certificates and organic conversion product certification certificates prescribed by the Certification and Accreditation Administration of the People's Republic of China.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
6.2 The contents of the certification certificate shall truthfully state the standards applied, certification category and use of accreditation marks based on the actual certification and accreditation situation.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/
6.3 Certification bodies shall use the national organic product mark, national organic conversion product mark and certification body's label in accordance with the provisions of the Measures for the Administration of Certification Certificates and Certification Marks and the Measures for the Administration of Organic Product Certification.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11223/

Certification bodies shall charge fees in accordance with the relevant provisions of the Notice of the State Planning Commission and the State Bureau of Quality and Technical Supervision on Issuing the Measures for the Administration of Product Quality Certification Fees and Fee Standards (J.J.G.
