In accordance with the Guidelines of the EU Committee on Organic Production (COP) on the implementation of additional official controls on products originating from China, dated 28 November 2018, and the instruction signed by the Directorate-General for Agriculture and Rural Development of the European Commission, following extensive communication between FOFCC and IBD, it has been finally decided that pre-export loading supervision and sampling inspection shall be implemented for the following products starting from 1 April 2019.文章源自FOFCC-http://fofcc.org.cn/en/11672/

Certified organisations operating (producing/processing/trading/exporting) the above-mentioned products whose organic products exported to the EU region after 1 April 2019 must submit a COI (Certificate of Inspection for import of organic products into the European Union) application to FOFCC prior to the departure of the products. FOFCC will arrange sampling and testing for the corresponding batch of products in a timely manner and supervise the container loading process. Once the products pass the testing and IBD issues the COI, the products shall be permitted to be dispatched to the port of destination.文章源自FOFCC-http://fofcc.org.cn/en/11672/
IBD will refuse to issue the COI for products shipped offshore without inspection, sampling, testing, or shipment authorisation, and accepts no responsibility for consequences such as the failure to clear customs upon the arrival of the goods.文章源自FOFCC-http://fofcc.org.cn/en/11672/
