1. Implementing the “multiple certificates in one” scheme”
The current system of issuing licences by product category, which requires enterprises that manufacture multiple categories of products to apply for multiple licences, shall be adjusted to approve and issue licences based on the manufacturing entity, with a single licence being uniformly issued to the same manufacturing enterprise. Streamline licence inspection for newly established enterprises. Replace the current system where enterprises apply separately during the approval process and the approving authority arranges a separate licence inspection with an “independent inspection, self-declaration (after obtaining the licence and before products are put on the market), and online publication” approach by enterprises. Abolish licence inspection for enterprises renewing their licences. Where an enterprise adds a new food unit and the licensing conditions such as its production process, equipment and facilities remain unchanged, it may apply for exemption from on-site review. Modify the current procedure of reinspecting and accepting enterprises' rectification projects during the licensing approval process before issuing permits. Instead, inspections shall be organised by the regulatory authorities responsible for approval within the jurisdiction within one month after the enterprise obtains the licence. Establish a licensing certificate system based primarily on electronic certificates, supplemented by paper certificates. Enterprises shall obtain electronic certificates through “instant notification by the electronic system and anytime online downloading by enterprises”. That is, once a licensing decision is made, the licensing management system shall immediately send an SMS notification to the enterprise's handling agent, and the enterprise may log on to the official website of the Liaoning Provincial Food and Drug Administration to download the electronic certificate by itself. Where an enterprise lacks the conditions to access the internet, it may download the certificate locally or nearby at any level of the food and drug administration authorities (including township-level regulatory bodies), without being restricted by administrative divisions. Stop the certificate production and issuance process of ”blank certificates printed by superior departments, certificates transmitted level by level, certificate printing, signing and stamping, notifying enterprises, and enterprises collecting certificates from approval departments“. Enterprises shall obtain paper certificates through an independent printing method (the ”three-step“ printing method) of ”instant notification via electronic system, and enterprises printing online at any time". Based on the principle of voluntarism, enterprises may print and obtain paper certificates in the same way they obtain electronic certificates, or they may print directly using the downloaded electronic certificates. Ordinary printers and ordinary printer paper (A4 size) shall be used for printing paper certificates. Establish the Liaoning Province food production licensing information online publicity system (located within the official website of the Provincial Food and Drug Administration). Promptly publish the original electronic certificates of certified enterprises and other licensing information; publish the scope of products authorised for enterprise production and sales in a timely manner; publish the review and acceptance status of enterprises' rectification items regarding production conditions in a timely manner. The public can consult relevant information on enterprise production licensing at any time through the system or by scanning the QR code with a mobile phone. Strengthen credit constraints on enterprises. 9. Reducing the time limit for licensing approval

Strengthen the effective connection between the licensing process and post-licensing supervision. The regulatory department responsible for approval shall, within 1 month of an enterprise obtaining a licence (including a licence renewal), organise a review inspection of the enterprise to: verify the rectification and acceptance of the enterprise's production conditions; spot-check ex-factory inspection reports of other products; and carry out supervisory spot-checks on products as appropriate. Where rectification or spot-check results are substandard, severe action shall be taken in accordance with the law and made public via the online publicity system. Within one year of an enterprise obtaining a licence, provincial, municipal and county regulatory departments shall carry out random spot-checks on the products it places on the market.
