I. Implement the “Integration of Multiple Certificates into One”
The current method of issuing license certificates by product category, under which enterprises producing multiple categories of products are required to apply for multiple certificates, shall be adjusted to approval and certification by production entity, with a single license certificate uniformly issued to the same production enterprise. Simplify the licensing inspection for newly established enterprises. The current method, under which enterprises separately apply during the licensing approval process and the approval department separately organizes licensing inspection, shall be adjusted to the method of “independent inspection by enterprises, self-declaration (before products are placed on the market after obtaining certification), and online public announcement.” Licensing inspection for certificate renewal enterprises shall be abolished. The supplementary page of the food production license shall be abolished; a production licensing certification mechanism shall be established that is based primarily on the license certificate and combines the license certificate with online public announcement (the scope of products approved for production and sale). Where an enterprise adds a new food unit and the licensing conditions such as production processes, equipment, and facilities have not changed, it may apply for exemption from on-site review. Adjust the current method of conducting re-inspection and acceptance of enterprise rectification items during the licensing approval process before issuing the license. Within one month after the enterprise obtains certification, the regulatory department responsible for approval work within its jurisdiction shall organize acceptance inspection. Establish a license certificate system based primarily on electronic certificates and supplemented by paper certificates. Enterprises shall obtain electronic certificates through the method of “instant notification by the electronic system and enterprise download online at any time.” That is, after the licensing decision is made, the licensing management system shall immediately send a mobile phone text message notification to the enterprise's handling personnel, and the enterprise may log in to the official website of the Liaoning Provincial Food and Drug Administration to download the electronic certificate itself. Where an enterprise does not have internet access conditions, it may download the certificate on-site or nearby at any level of food and drug regulatory department (including township regulatory agencies), without restriction by administrative divisions; electronic certificates and paper certificates shall have equal legal effect.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11531/

Stop implementing the certificate production and issuance method of ”blank certificates printed by higher-level departments, certificates transmitted level by level, certificates printed, signatures and seals affixed, enterprises notified, and enterprises collecting certificates from the approval department.“ Enterprises shall obtain paper certificates through the independent printing method of ”instant notification by the electronic system and enterprise printing online at any time“ (the ”three-step" printing method). According to the principle of voluntariness, enterprises may print and obtain paper certificates in the same manner as obtaining electronic certificates, or may directly print from the downloaded electronic certificate. Ordinary printers and ordinary printing paper (A4 size) shall be used for printing paper certificates. Establish the Liaoning Provincial Food Production Licensing Information Online Public Announcement System (located within the official website of the Provincial Food and Drug Administration). Promptly announce the original electronic certificates of certified enterprises and other licensing information; announce in a timely manner the scope of products approved for production and sale by enterprises; announce in a timely manner the review and acceptance status of enterprise rectification items concerning production conditions. The general public may at any time consult relevant information on enterprise production licensing through this system or by scanning QR codes with mobile phones. Strengthen credit constraints on enterprises. IX. Reduce the Time Limit for Licensing Approval

Strengthen the effective connection between the certification process and post-certification supervision. Within one month after an enterprise obtains certification (including certificate renewal), the regulatory department responsible for approval work shall organize a review inspection of the enterprise: verify the acceptance status of rectification of the enterprise's production conditions; conduct spot checks on ex-factory inspection reports of other products; and conduct supervisory sampling inspections of products as circumstances require. Where rectification is unqualified or sampling inspection results are unqualified, it shall be dealt with strictly according to law and publicly announced to society through the online public announcement system. Within one year after an enterprise obtains certification, provincial, municipal, and county regulatory departments shall conduct random spot checks on the products it has placed on the market.
