According to the directive signed by the European Commission's Directorate-General for Agriculture and Rural Development on 11 December 2019, and following communication between FOFCC and IBD, it has been finally decided that, effective from 1 January 2020, pre-export supervision of loading as well as sampling and testing will continue to be implemented for the following products.文章源自FOFCC-http://fofcc.org.cn/en/11745/

Organisations holding certification for the products described (manufacturing/processing/trade/export) of the aforementioned products: for organic products destined for the EU and exported after 1 January 2020, an application for a COI (Certificate of Organic Sale to the EU) must be submitted to the FOFCC prior to the product’s shipment. The FOFCC will arrange for sampling and testing of the relevant batch of products in due course and supervise the container loading process.Only once the products have passed testing will they be permitted to be shipped to the port of destination. For products not included in the list, the FOFCC and IBD continue to recommend that exporters commission a third-party testing laboratory to carry out sampling and testing prior to shipment; however, the IBD does not make this a mandatory requirement.文章源自FOFCC-http://fofcc.org.cn/en/11745/
For organic products destined for the EU that are dispatched without having undergone supervision of loading, sampling and testing, and without having passed the relevant checks, IBD will refuse to issue a Certificate of Origin (COI). IBD accepts no liability for any consequences arising therefrom, such as the inability to clear customs upon the goods’ arrival at the port of destination.
