During the “Eleventh Five-Year” period, certification and accreditation work, centering on the central work and key work of the Party and the state, fully played its role as a technical foundation safeguard. To ensure the successful hosting of important international events such as the Olympic Games, the World Expo, the Asian Games, and the Universiade, seven industry standards including the “Entry-Exit Inspection and Quarantine Procedures for Major International Events” were formulated. In 2008, entrusted by the Beijing Organizing Committee for the Olympic Games, emergency expansion of qualification accreditation was completed for 58 testing institutions that were to undertake food testing for the Olympics. Inspections were conducted on 72 registered enterprises supplying food for the Olympics. In the special accreditation of medical laboratories at designated Olympic hospitals, the Anti-Doping Testing Center of the General Administration of Sport was accredited, meeting the requirements of the international anti-doping organization. After the Wenchuan earthquake, a list of qualified institutions for water resource testing was promptly published. National construction engineering quality inspection centers and others were approved to establish post-disaster reconstruction laboratories in the earthquake-stricken areas, bringing national-level testing services forward and strongly supporting post-disaster reconstruction. In handling food safety incidents, emergency organization was carried out to verify the melamine testing capabilities of food testing institutions, a list of 460 food testing institutions capable of testing "melamine" was published, and melamine testing proficiency verification activities were organized. During the “Eleventh Five-Year” period, Hazard Analysis and Critical Control Point (HACCP), Good Agricultural Practice (GAP), food quality (alcoholic beverages), organic product, and green market certification were vigorously promoted. GAP certification pilots were carried out in more than 200 enterprises across 18 provinces and municipalities directly under the Central Government. China's organic agricultural product planting area increased year by year, and by the end of the “Eleventh Five-Year” period, the number of currently valid certificates reached 60,955. In food hygiene registration management, during the “Eleventh Five-Year” period, a total of 502 enterprises were organized to successfully undergo inspections by more than 60 foreign official inspection delegations, and competent authorities of 25 countries (regions) worldwide had accepted China's export registration management system. Approval was granted for 1,219 new export food enterprises to be recommended for overseas registration, bringing the total number of enterprises (instances) obtaining foreign hygiene registration to 5,582, and export food and agricultural products achieved continued growth under conditions of increasingly stringent foreign technical barriers. During the “Eleventh Five-Year” period, with the realization of international mutual recognition as the core and serving the overall situation of national diplomacy and foreign trade as the goal, comprehensive international exchange and cooperation were carried out to expand the international influence of China's certification and accreditation. International mutual recognition was actively promoted to facilitate China's product exports. By the end of 2010, the Certification and Accreditation Administration of the People's Republic of China (CNCA) had signed 77 agreement-type documents with 36 governments, relevant associations, and certification and accreditation bodies from 25 countries and regions, and established long-term consultation mechanisms or bilateral cooperative relations with governments and certification and accreditation bodies of countries and regions such as Europe, the United States, Japan, and Russia. The CNCA and China's certification bodies and accreditation bodies participated in or tracked 19 international and regional certification and accreditation organizations, and joined 8 multilateral mutual recognition systems for testing and certification. The Ministry of Education stipulated that equipment used in physical fitness monitoring of primary and secondary school students must accept product certification results. Local governments such as Beijing and Zhejiang formulated policies to provide special fund subsidies of 50,000 to 100,000 yuan to enterprises obtaining organic product certification and Good Agricultural Practice certification.
