Article 10 According to the degree of harm of animal epidemics to the production of the breeding industry and human health, the animal epidemics to be managed as prescribed by this Law are divided into the following three categories:บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/
(1) Category I epidemics, which means those that are seriously harmful to human beings and animals and require urgent and strict compulsory measures for prevention, control and stamping out;บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/

Article 11 The administrative department of animal husbandry and veterinary medicine under the State Council shall formulate a national plan for the prevention of animal epidemics.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/
The administrative department of animal husbandry and veterinary medicine under the State Council shall, in light of the animal epidemic situation at home and abroad and the need to protect the production of the breeding industry and human health, promptly formulate and publish measures for the prevention of animal epidemics.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/
The State shall implement a planned immunization system and compulsory immunization for animal epidemics that seriously endanger the production of the breeding industry and human health. Article 13 Animal epidemic prevention supervision institutions shall strengthen publicity and education, technical guidance, technical training and consulting services for the prevention of animal epidemics, and organize the implementation of animal epidemic immunization plans.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/
Animal epidemic prevention organizations of townships, ethnic townships and towns shall, under the guidance of animal epidemic prevention supervision institutions, organize and do a good job in the prevention of animal epidemics.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/

Article 17 Those who preserve, use or transport animal-derived pathogenic microorganisms shall comply with the management system and operating procedures prescribed by the State.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/
Where animal pathological materials are transported for special needs such as scientific research, teaching and epidemic prevention, they shall be transported in accordance with relevant State provisions. Article 19 The administrative department of animal husbandry and veterinary medicine under the State Council shall uniformly manage and publish the national animal epidemic situation, and may, as needed, authorize the administrative departments of animal husbandry and veterinary medicine of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government to publish the animal epidemic situation within their respective administrative regions.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/
Article 20 Any unit or individual that discovers animals suffering from or suspected of suffering from an epidemic disease shall promptly report to the local animal epidemic prevention supervision institution. Article 21 When a Category I animal epidemic occurs, the administrative department of animal husbandry and veterinary medicine of the local people's government at or above the county level shall immediately send personnel to the scene, delineate the epidemic point, epidemic area and threatened area, collect pathological materials, investigate the source of the epidemic, promptly request the people's government at the same level to decide to impose a blockade on the epidemic area, and report the epidemic situation and other circumstances level by level to the administrative department of animal husbandry and veterinary medicine under the State Council.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/
The local people's governments at or above the county level shall immediately organize the relevant departments and units to take compulsory control and extermination measures such as isolation, slaughter, destruction, disinfection and emergency immunization to promptly exterminate the epidemic disease, and shall notify the adjacent areas.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/

Article 26 In order to control and exterminate major animal epidemics, animal epidemic prevention supervision institutions may send personnel to participate in existing checkpoints established according to law in the locality to carry out supervision and inspection tasks; when necessary, with the approval of the people's government of the province, autonomous region or municipality directly under the Central Government, temporary animal epidemic prevention supervision and inspection stations may be established to carry out supervision and inspection tasks.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/
Article 27 When a zoonotic epidemic occurs, the relevant animal husbandry and veterinary administrative department shall mutually notify the health administrative department and relevant units of the epidemic situation. Article 31 Animal epidemic prevention supervision institutions shall establish animal quarantine officers to specifically implement quarantine of animals and animal products. The animal husbandry and veterinary administrative departments at or above the county level shall strengthen the training, assessment and management of animal quarantine officers. Animal quarantine officers may take up their posts to implement quarantine only after obtaining the corresponding qualification certificates. Animal epidemic prevention supervision institutions shall implement quarantine of animals slaughtered at slaughterhouses (points) and affix the inspection seal uniformly used by animal epidemic prevention supervision institutions. Article 41 Animal epidemic prevention supervision institutions shall supervise animal epidemic prevention work according to law.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/

Article 45 Units such as animal rearing farms, slaughterhouses, meat processing plants and other designated slaughterhouses (points) engaged in animal rearing, business operations and the production and business operations of animal products shall conform to the animal epidemic prevention conditions prescribed by the animal husbandry and veterinary administrative department of the State Council and shall accept supervision and inspection by animal epidemic prevention supervision institutions.บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/

Article 46 Anyone who violates the provisions of this Law and commits any of the following acts shall be given a warning by the animal epidemic prevention supervision institution; if refusal to correct persists, the animal epidemic prevention supervision institution shall handle the matter on behalf according to law, and the costs required for handling shall be borne by the violator:บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/
(1) failing to promptly carry out immunization and disinfection for animals raised or operated in accordance with the compulsory immunization plan for animal epidemics and the relevant provisions of the State;บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/

Article 48 Anyone who violates the provisions of this Law by operating any of the following animals or animal products shall be ordered by the animal epidemic prevention supervision institution to stop the business operation, immediately take effective measures to recall the animals or animal products already sold, confiscate the illegal gains and the unsold animals or animal products; if the circumstances are serious, a fine of not more than five times the illegal gains may also be imposed:บทความมาจากFOFCC-http://fofcc.org.cn/th/11216/

Article 55 If an animal quarantine officer, in violation of the provisions of this Law, issues a quarantine certificate or affixes an inspection seal for animals or animal products that have not been quarantined or that have failed quarantine, the unit to which he belongs or the competent authority at a higher level shall give him a demerit record or revoke his qualification as an animal quarantine officer; if the circumstances are serious, he shall be given the sanction of dismissal.
