Article 6 The administrative department for animal husbandry and veterinary medicine under the State Council shall be in charge of animal epidemic prevention throughout the country.文章源自FOFCC-http://fofcc.org.cn/en/11216/
The administrative departments for animal husbandry and veterinary medicine of the local people's governments at or above the county level shall be in charge of animal epidemic prevention within their respective administrative regions.文章源自FOFCC-http://fofcc.org.cn/en/11216/

Chapter II Prevention of Animal Epidemics文章源自FOFCC-http://fofcc.org.cn/en/11216/
Article 10 According to the degree of harm that animal epidemics may cause to the production of the breeding industry and human health, the animal epidemics to be managed as prescribed by this Law are divided into the following three categories:文章源自FOFCC-http://fofcc.org.cn/en/11216/
(1) Category I epidemics, which means those that are seriously harmful to human beings and animals and require urgent and strict compulsory measures for prevention, control and stamping out;文章源自FOFCC-http://fofcc.org.cn/en/11216/
(2) Category II epidemics, which means those that may cause major economic losses and require strict control and stamping out measures to prevent their spread;文章源自FOFCC-http://fofcc.org.cn/en/11216/

Article 11 The administrative department for animal husbandry and veterinary medicine under the State Council shall formulate a national plan for the prevention of animal epidemics.文章源自FOFCC-http://fofcc.org.cn/en/11216/
The administrative department for animal husbandry and veterinary medicine under the State Council shall, in light of the animal epidemic situation at home and abroad and the need to protect the production of the breeding industry and human health, promptly formulate and promulgate measures for the prevention of animal epidemics.文章源自FOFCC-http://fofcc.org.cn/en/11216/
The State shall implement a planned immunization system and compulsory immunization for animal epidemics that seriously endanger the production of the breeding industry and human health. There shall be an appropriate reserve of medicines, biological products and related materials needed for the prevention and stamping out of animal epidemics, and such reserve shall be incorporated into the plans for national economic and social development.文章源自FOFCC-http://fofcc.org.cn/en/11216/
Article 13 Animal epidemic prevention supervision institutions shall strengthen publicity and education, technical guidance, technical training and consulting services for the prevention of animal epidemics, and shall organize the implementation of animal epidemic immunization plans.文章源自FOFCC-http://fofcc.org.cn/en/11216/
Animal epidemic prevention organizations of townships, ethnic townships and towns shall, under the guidance of animal epidemic prevention supervision institutions, organize and carry out animal epidemic prevention work.文章源自FOFCC-http://fofcc.org.cn/en/11216/

Article 17 The preservation, use and transport of animal-derived pathogenic microorganisms shall comply with the management systems and operating procedures prescribed by the State.文章源自FOFCC-http://fofcc.org.cn/en/11216/
Where animal pathological materials are transported for special needs such as scientific research, teaching and epidemic prevention, they shall be transported in accordance with relevant State regulations. Article 19 The administrative department for animal husbandry and veterinary medicine under the State Council shall exercise unified management over and publish the national animal epidemic situation, and may, as needed, authorize the administrative departments for animal husbandry and veterinary medicine of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government to publish the animal epidemic situation within their respective administrative regions.文章源自FOFCC-http://fofcc.org.cn/en/11216/
Article 20 Any unit or individual that discovers animals suffering from or suspected of suffering from an epidemic disease shall promptly report to the local animal epidemic prevention supervision institution. Article 21 When a Category I animal epidemic occurs, the administrative department for animal husbandry and veterinary medicine of the local people's government at or above the county level shall immediately send personnel to the scene, delimit the epidemic point, epidemic area and threatened area, collect pathological materials, investigate the source of the epidemic, promptly request the people's government at the same level to decide on the blockade of the epidemic area, and report the epidemic situation and other circumstances level by level to the administrative department for animal husbandry and veterinary medicine under the State Council.文章源自FOFCC-http://fofcc.org.cn/en/11216/
The local people's governments at or above the county level shall immediately organize the relevant departments and units to take compulsory control and stamping-out measures such as isolation, culling, destruction, disinfection and emergency immunization, promptly stamp out the epidemic, and notify adjacent areas.文章源自FOFCC-http://fofcc.org.cn/en/11216/
During the blockade, it is prohibited for infected and suspected infected animals and animal products to leave the epidemic area, and animals from non-epidemic areas are prohibited from entering the epidemic area. Article 22 When a Class II animal epidemic occurs, the animal husbandry and veterinary administrative department of the local people's government at or above the county level shall delineate the epidemic point, epidemic area, and threatened area.文章源自FOFCC-http://fofcc.org.cn/en/11216/
The local people's government at or above the county level shall, as needed, organize relevant departments and units to adopt control and eradication measures such as isolation, culling, destruction, disinfection, emergency immunization, and restrictions on the entry and exit of susceptible animals, animal products, and related items.文章源自FOFCC-http://fofcc.org.cn/en/11216/
Article 23 The lifting of the blockade of the epidemic point, epidemic area, threatened area, and epidemic area shall be announced by the original deciding authority.文章源自FOFCC-http://fofcc.org.cn/en/11216/

Article 26 In order to control and eradicate major animal epidemics, animal epidemic prevention supervision institutions may send personnel to participate in existing inspection stations legally established by the local government to carry out supervision and inspection tasks; when necessary, upon approval by the people's government of a province, autonomous region, or municipality directly under the Central Government, temporary animal epidemic prevention supervision and inspection stations may be established to carry out supervision and inspection tasks.文章源自FOFCC-http://fofcc.org.cn/en/11216/
Article 27 When a zoonotic epidemic occurs, the relevant animal husbandry and veterinary administrative department shall mutually notify the health administrative department and relevant units of the epidemic situation. Article 31 Animal epidemic prevention supervision institutions shall establish animal quarantine officers to specifically implement quarantine of animals and animal products. Animal quarantine officers shall possess corresponding professional and technical qualifications. The animal husbandry and veterinary administrative department at or above the county level shall strengthen the training, assessment, and management of animal quarantine officers. Animal quarantine officers may take up their posts to implement quarantine only after obtaining the corresponding qualification certificate. Animal epidemic prevention supervision institutions shall implement quarantine on animals slaughtered at slaughterhouses (points) and affix the inspection seal uniformly used by animal epidemic prevention supervision institutions. Article 34 Animal epidemic prevention supervision institutions shall implement quarantine according to law and collect quarantine fees in accordance with the provisions of the finance and pricing administrative departments of the State Council. Article 36 For the introduction of breeding animals and their semen, embryos, and breeding eggs from other places within the country, quarantine approval procedures must first be completed with the local animal epidemic prevention supervision institution, and the quarantine must be passed.文章源自FOFCC-http://fofcc.org.cn/en/11216/

Article 41 Animal epidemic prevention supervision institutions shall supervise animal epidemic prevention work according to law.文章源自FOFCC-http://fofcc.org.cn/en/11216/

Article 42 For the transport of animals and animal products by railway, highway, waterway, or aviation, the consignor must provide a quarantine certificate before consignment; the carrier must rely on the quarantine certificate before undertaking transport.文章源自FOFCC-http://fofcc.org.cn/en/11216/

Article 46 Anyone who violates the provisions of this Law and commits one of the following acts shall be given a warning by the animal epidemic prevention supervision institution; if refusal to correct persists, the animal epidemic prevention supervision institution shall, according to law, handle the matter on behalf of the violator, and the costs required for handling shall be borne by the violator:文章源自FOFCC-http://fofcc.org.cn/en/11216/
(1) Failing to timely carry out immunization and disinfection for animals raised or operated in accordance with the compulsory immunization plan for animal epidemics and relevant state provisions;文章源自FOFCC-http://fofcc.org.cn/en/11216/

Article 47 Anyone who violates the provisions of Article 17 of this Law by preserving, using, or transporting animal-derived pathogenic microorganisms or transporting animal pathological materials shall be given a warning by the animal epidemic prevention supervision institution and may also be fined not more than 2,000 yuan.文章源自FOFCC-http://fofcc.org.cn/en/11216/
Article 48 Anyone who violates the provisions of this Law by operating the following animals or animal products shall be ordered by the animal epidemic prevention supervision institution to stop the business operation, immediately take effective measures to recall the animals or animal products already sold, confiscate the illegal gains and the unsold animals or animal products; if the circumstances are serious, a fine of not more than 5 times the illegal gains may also be imposed:文章源自FOFCC-http://fofcc.org.cn/en/11216/

Article 49 Anyone who violates the provisions of this Law by operating animals or animal products that should be quarantined according to law but have no quarantine certificate shall be ordered by the animal epidemic prevention supervision institution to stop the business operation and have the illegal gains confiscated; the unsold animals or animal products shall be subject to supplementary quarantine according to law and handled in accordance with the provisions of Article 38 of this Law.文章源自FOFCC-http://fofcc.org.cn/en/11216/

Article 55 If an animal quarantine officer, in violation of the provisions of this Law, issues a quarantine certificate or affixes an inspection seal for animals or animal products that have not been quarantined or that have failed quarantine, the unit to which he belongs or the competent authority at a higher level shall impose the sanction of recording a demerit or revoking his qualification as an animal quarantine officer; if the circumstances are serious, the sanction of dismissal shall be imposed.
