Article 18 The State supports the selection and breeding, production, renewal and promotion and use of improved varieties of animals and plants, encourages the integration of variety selection and breeding with production and operation, and implements the seed project and the livestock and poultry improved breed project. High-quality agricultural products that meet the standards prescribed by the State may, in accordance with the provisions of laws or administrative regulations, apply for the use of relevant labels. Article 26 The purchase and sale of agricultural products shall be subject to market regulation. Article 27 The State shall gradually establish a unified, open, competitive, and orderly agricultural product market system and formulate development plans for agricultural product wholesale markets. Article 28 The State encourages and supports the development of various forms of agricultural product circulation activities. It supports farmers and specialized farmers' cooperative economic organizations in engaging in agricultural product purchasing, wholesale, storage, transportation, retail, and intermediary activities in accordance with relevant State regulations. People's governments at or above the county level shall take measures to urge relevant departments to ensure smooth transportation of agricultural products and reduce the circulation costs of agricultural products. In order to maintain the order of agricultural product production and marketing and fair trade, an early warning system for agricultural product imports shall be established. Article 33 When the market price of grain is too low, the State Council may decide to implement a protective price system for certain grain varieties. People's governments at or above the county level shall organize departments such as finance and banking as well as purchasing units entrusted by the State to promptly raise sufficient funds for grain purchasing. Article 34 The State shall establish a food security early warning system and take measures to ensure food supply. The State shall implement a central and local graded reserve regulation system for grain and build a warehousing and transportation system. Article 37 The State shall establish and improve the agricultural support and protection system and adopt measures such as fiscal input, tax preferences, and financial support to support farmers and agricultural production and operation organizations in developing agricultural production and raise farmers' income levels in aspects such as capital input, scientific research and technology extension, education and training, supply of agricultural production materials, market information, quality standards, inspection and quarantine, socialized services, and disaster relief.文章源自FOFCC-http://fofcc.org.cn/am/11211/

Article 38 The State shall gradually raise the overall level of agricultural input. Funds arranged within the fiscal budgets of people's governments at all levels for agriculture shall mainly be used for: strengthening agricultural infrastructure construction; supporting agricultural structural adjustment and promoting industrialized operation of agriculture; protecting comprehensive grain production capacity and ensuring national food security; improving animal and plant quarantine and epidemic prevention systems and strengthening the prevention and control of animal epidemics and plant diseases, insect pests, weeds, and rodent damage; establishing and improving agricultural product quality standards and inspection and testing supervision systems, agricultural product market and information service systems; supporting agricultural scientific research and education, agricultural technology extension, and farmer training; strengthening agricultural ecological environmental protection and construction; supporting the development of poverty-stricken areas; and safeguarding farmers' income levels.文章源自FOFCC-http://fofcc.org.cn/am/11211/

Article 39 Funds arranged within the annual fiscal budgets of people's governments at or above the county level for agriculture shall be allocated promptly and in full. When agricultural administrative law enforcement personnel perform their duties of supervision and inspection, they shall present their administrative law enforcement credentials to the unit or individual being inspected and comply with law enforcement procedures. Article 89 Agricultural administrative departments and agricultural production and operation units must be thoroughly separated in terms of institution, personnel, and finance. Article 90 Whoever violates the provisions of this Law and infringes upon farmers' and agricultural production and operation organizations' property rights such as land contractual management rights or other lawful rights and interests shall stop the infringement and restore the original state; where losses or damage are caused, they shall bear compensation liability in accordance with law.文章源自FOFCC-http://fofcc.org.cn/am/11211/
Where state functionaries take advantage of their positions or use other names to infringe upon the lawful rights and interests of farmers and agricultural production and operation organizations, they shall compensate for losses, and their unit or the competent authority at a higher level shall give them administrative sanctions.文章源自FOFCC-http://fofcc.org.cn/am/11211/
Article 91 Whoever violates the provisions of Article 19, Article 25, Article 62, or Article 71 of this Law shall be punished in accordance with the provisions of relevant laws or administrative regulations.文章源自FOFCC-http://fofcc.org.cn/am/11211/
Article 92 Where any of the following acts is committed, the competent authority at a higher level shall order the return, within a time limit, of the intercepted or misappropriated funds, confiscate the illegal gains, and the competent authority at a higher level or the unit where the person works shall give administrative sanctions to the directly responsible persons in charge and other directly responsible persons; if a crime is constituted, criminal liability shall be pursued in accordance with law:文章源自FOFCC-http://fofcc.org.cn/am/11211/

Article 93 Where, in violation of the provisions of Article 67 of this Law, fees, fines, or apportionments are unlawfully imposed on farmers or agricultural production and operation organizations, the competent authority at a higher level shall stop it and make a public announcement; where money has already been collected or manpower and material resources have already been used, the competent authority at a higher level shall order the return, within a time limit, of the money already collected or compensation at converted value for the manpower and material resources already used, and the competent authority at a higher level or the unit where the person works shall give administrative sanctions to the directly responsible persons in charge and other directly responsible persons; if the circumstances are serious and a crime is constituted, criminal liability shall be pursued in accordance with law.文章源自FOFCC-http://fofcc.org.cn/am/11211/

Article 95 Where, in violation of the provisions of paragraph 2 of Article 73 of this Law, farmers are forced to substitute funds for labor, the township (town) people's government shall order correction and return the funds unlawfully collected.文章源自FOFCC-http://fofcc.org.cn/am/11211/
Article 96: Where anyone, in violation of the provisions of Article 74 of this Law, coerces farmers and agricultural production and operation organizations to accept paid services, the relevant people's government shall order rectification and return the fees illegally collected; if the circumstances are serious, administrative sanctions shall be imposed on the persons directly in charge and other persons directly responsible; if losses are caused to farmers and agricultural production and operation organizations, liability for compensation shall be borne according to law.文章源自FOFCC-http://fofcc.org.cn/am/11211/
