The competent agriculture departments of local people's governments at or above the county level shall be responsible for crop cultivation, animal husbandry, fishery and other agricultural and rural economic development work within their respective administrative regions, and the competent forestry departments shall be responsible for forestry work within their respective administrative regions. Specialized cooperative economic organizations of farmers may take various forms and shall be established and registered in accordance with law. Article 18 The State supports the selection and breeding, production, renewal and promotion of improved varieties of animals and plants, encourages the integration of variety selection and breeding with production and operation, and implements the seed project and the livestock and poultry improved breed project. High-quality agricultural products that meet the standards prescribed by the State may, in accordance with the provisions of laws or administrative regulations, apply for the use of relevant labels. People's governments at all levels shall establish and improve a safe use system for agricultural means of production. Producers and sellers of agricultural means of production shall be responsible for the quality of the products they produce and sell. Article 26 The purchase and sale of agricultural products shall be subject to market regulation. Article 27 The State shall gradually establish a unified, open, competitive, and orderly market system for agricultural products and formulate development plans for wholesale markets for agricultural products. Article 28 The State encourages and supports the development of various forms of agricultural product circulation activities. It supports farmers and specialized cooperative economic organizations of farmers in engaging in the purchase, wholesale, storage, transportation, retail, and intermediary activities of agricultural products in accordance with relevant State provisions. People's governments at or above the county level shall take measures to urge relevant departments to ensure smooth transportation of agricultural products and reduce the circulation costs of agricultural products. Relevant administrative departments shall simplify procedures to facilitate the transportation of fresh and live agricultural products. Article 29 The State supports the development of the agricultural product processing industry and the food industry to increase the added value of agricultural products. In order to maintain order in the production and sale of agricultural products and fair trade, an early warning system for agricultural product imports shall be established. Article 33 When the market price of grain is too low, the State Council may decide to implement a protective price system for certain grain varieties. People's governments at or above the county level shall organize departments such as finance and banking as well as purchasing units entrusted by the State to promptly raise sufficient funds for grain purchase. Article 34 The State shall establish an early warning system for food security and take measures to ensure grain supply. The State shall implement a central and local graded reserve regulation system for grain and build a warehousing and transportation system. Article 37 The State shall establish and improve an agricultural support and protection system and adopt measures such as fiscal input, tax preferences, and financial support to support farmers and agricultural production and operation organizations in developing agricultural production and raise farmers' income levels in aspects such as capital input, scientific research and technology extension, education and training, supply of agricultural means of production, market information, quality standards, inspection and quarantine, socialized services, and disaster relief.文章源自FOFCC-http://fofcc.org.cn/en/11211/

Article 38 The State shall gradually raise the overall level of agricultural input. Funds arranged within the fiscal budgets of people's governments at all levels for agriculture shall mainly be used for: strengthening agricultural infrastructure construction; supporting agricultural structural adjustment and promoting industrialized operation of agriculture; protecting comprehensive grain production capacity and ensuring national food security; improving animal and plant quarantine and epidemic prevention systems and strengthening the prevention and control of animal diseases and plant diseases, insect pests, weeds, and rodents; establishing and improving agricultural product quality standards and inspection and testing supervision systems and agricultural product market and information service systems; supporting agricultural scientific research and education, agricultural technology extension, and farmer training; strengthening agricultural ecological environmental protection and construction; supporting the development of poverty-stricken areas; and safeguarding farmers' income levels.文章源自FOFCC-http://fofcc.org.cn/en/11211/
Agricultural capital construction input by finance at or above the county level for crop farming, forestry, animal husbandry, fishery, and farmland water conservancy shall be arranged in an overall manner and increased in a coordinated way.文章源自FOFCC-http://fofcc.org.cn/en/11211/

Article 39 Funds arranged within the annual fiscal budgets of people's governments at or above the county level for agriculture shall be allocated promptly and in full. When performing their duties of supervision and inspection, agricultural administrative law enforcement personnel shall present their administrative law enforcement certificates to the unit or individual under inspection and comply with law enforcement procedures. Article 89 Agricultural administrative departments and agricultural production and operation units must be thoroughly separated in terms of institution, personnel and finance. Article 93 Where, in violation of the provisions of Article 67 of this Law, fees, fines or apportionments are unlawfully imposed on farmers or agricultural production and operation organizations, the competent authority at a higher level shall stop the act and issue a public announcement; where money has already been collected or manpower or material resources have already been used, the competent authority at a higher level shall order the return within a time limit of the money already collected or compensation at converted value for the manpower or material resources already used, and the competent authority at a higher level or the unit to which the person belongs shall give administrative sanctions to the directly responsible persons in charge and other directly responsible persons; if the circumstances are serious and a crime is constituted, criminal liability shall be pursued in accordance with law.文章源自FOFCC-http://fofcc.org.cn/en/11211/
