Article 9 People's governments at all levels shall assume unified responsibility for agricultural and rural economic development and organize relevant departments and the whole of society to carry out all work related to developing agriculture and serving agricultural development.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11211/

The competent agricultural administrative departments of local people's governments at or above the county level shall be responsible for crop cultivation, animal husbandry, fisheries, and other agricultural and rural economic development work within their respective administrative regions, and the competent forestry administrative departments shall be responsible for forestry work within their respective administrative regions. Specialized cooperative economic organizations of farmers may take various forms and shall be established and registered in accordance with law. Article 18 The State supports the selection and breeding, production, renewal, and promotion and use of improved varieties of animals and plants, encourages the integration of variety selection and breeding with production and operation, and implements the seed project and the livestock and poultry improved breed project. Quality agricultural products that meet the standards prescribed by the State may, in accordance with the provisions of laws or administrative regulations, apply for the use of relevant marks. People's governments at all levels shall establish and improve a safe use system for agricultural production materials. Producers and sellers of agricultural production materials shall be responsible for the quality of the products they produce and sell. Article 26 The purchase and sale of agricultural products shall be subject to market regulation. Article 27 The State shall gradually establish a unified, open, competitive, and orderly agricultural product market system and formulate development plans for agricultural product wholesale markets. Article 28 The State encourages and supports the development of various forms of agricultural product circulation activities. It supports farmers and specialized farmers' cooperative economic organizations in engaging in agricultural product purchasing, wholesale, storage, transportation, retail, and intermediary activities in accordance with relevant State provisions. People's governments at or above the county level shall take measures to urge relevant departments to ensure smooth transportation of agricultural products and reduce the circulation costs of agricultural products. Relevant administrative management departments shall simplify procedures to facilitate the transportation of fresh and live agricultural products. Article 29 The State supports the development of the agricultural product processing industry and the food industry to increase the added value of agricultural products. In order to maintain the order of agricultural product production and marketing and fair trade, an early warning system for agricultural product imports shall be established. The State supports the establishment of stable purchase and sale cooperative relations between major grain-producing areas and major grain-selling areas.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11211/
Article 33 When the market price of grain is too low, the State Council may decide to implement a protective price system for certain grain varieties. When farmers sell grain according to the protective price system, purchasing units entrusted by the State shall not refuse to purchase it.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11211/
People's governments at or above the county level shall organize finance, banking, and other departments as well as purchasing units entrusted by the State to promptly raise sufficient funds for grain purchasing. Article 34 The State shall establish an early warning system for food security and take measures to ensure grain supply. The State shall implement a central and local hierarchical reserve regulation system for grain and build a warehousing and transportation system. Article 37 The State shall establish and improve an agricultural support and protection system and adopt measures such as fiscal input, tax preferences, and financial support to support farmers and agricultural production and operation organizations in developing agricultural production and raise farmers' income levels in aspects such as capital input, scientific research and technology extension, education and training, supply of agricultural production materials, market information, quality standards, inspection and quarantine, socialized services, and disaster relief.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11211/
Without conflicting with relevant international treaties concluded or acceded to by our country, the State shall implement an income support policy for farmers, and the specific measures shall be formulated by the State Council.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11211/
Article 38 The State shall gradually raise the overall level of agricultural input. Funds arranged for agriculture within the fiscal budgets of people's governments at all levels shall be mainly used for: strengthening agricultural infrastructure construction; supporting agricultural structural adjustment and promoting industrialized operation of agriculture; protecting comprehensive grain production capacity and ensuring national food security; improving animal and plant quarantine and epidemic prevention systems and strengthening the prevention and control of animal diseases and plant diseases, insect pests, weeds, and rodent damage; establishing and improving agricultural product quality standards and inspection, testing, and supervision systems, as well as agricultural product market and information service systems; supporting agricultural scientific research and education, agricultural technology extension, and farmer training; strengthening agricultural ecological environmental protection and construction; supporting the development of poverty-stricken areas; and safeguarding farmers' income levels.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11211/

Article 39 Funds arranged for agriculture within the annual fiscal budgets of people's governments at or above the county level shall be allocated promptly and in full. People's governments at all levels shall adhere to the policy of development-oriented poverty alleviation, organize farmers and agricultural production and operation organizations in poor areas to rationally use poverty alleviation funds, rely on their own strength to change the state of poverty and backwardness, and guide farmers in poor areas to adjust the economic structure and develop local resources. When agricultural administrative law enforcement personnel perform supervision and inspection duties, they shall present administrative law enforcement credentials to the unit or individual under inspection and comply with law enforcement procedures. Article 89 Agricultural administrative departments and agricultural production and operation units must be thoroughly separated in terms of institution, personnel, and finance. Article 92 Where any of the following acts is committed, the competent authority at a higher level shall order the return, within a time limit, of the intercepted or misappropriated funds, confiscate illegal gains, and the competent authority at a higher level or the unit where the person works shall give administrative sanctions to the directly responsible persons in charge and other directly responsible persons; if a crime is constituted, criminal liability shall be pursued in accordance with the law:Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11211/

Article 93 Where, in violation of the provisions of Article 67 of this Law, fees, fines, or apportionments are unlawfully imposed on farmers or agricultural production and operation organizations, the competent authority at a higher level shall stop them and make a public announcement; if money has already been collected or manpower and material resources have already been used, the competent authority at a higher level shall order the return, within a time limit, of the money already collected or compensation at converted value for the manpower and material resources already used, and the competent authority at a higher level or the unit where the person works shall give administrative sanctions to the directly responsible persons in charge and other directly responsible persons; if the circumstances are serious and a crime is constituted, criminal liability shall be pursued in accordance with the law.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11211/

Article 95 Where anyone, in violation of the provisions of paragraph 2 of Article 73 of this Law, compels farmers to substitute funds for labor, the people's government of the township (town) shall order him to make corrections and return the funds illegally collected.Artikel berasal dariFOFCC-http://fofcc.org.cn/ms/11211/
