Each directly affiliated entry-exit inspection and quarantine bureau; each quality and technical supervision bureau of each province, autonomous region, municipality directly under the Central Government, and the Xinjiang Production and Construction Corps; the people's governments of each organic product certification demonstration area (county, city); each relevant certification body and certified organisation:
  In order to thoroughly implement the spirit of the 18th National Congress of the Communist Party of China regarding accelerating the development of modern agriculture and vigorously promoting ecological civilisation construction, fully display the implementation results of China's organic product certification system, popularise organic knowledge among the general public, and promote the healthy development of the organic industry, in accordance with the overall deployment of the national “Quality Month” campaign, cnca has decided to organise and carry out a series of “Organic Publicity Week” activities. The relevant matters are hereby notified as follows:
1. Event objectives
By organising the “Organic Awareness Week” series of activities, local government departments, certification bodies, certified organisations, research institutes and other stakeholders are mobolised to jointly participate, widely promote and popularise the concepts of organic production and living, comprehensively showcase the development of China's organic industry and the implementation results of organic product certification, build a multi-actor governance system for the certification market, promote the healthy development of China's organic industry, and boost agricultural sustainable development and ecological civilisation construction.
The “Organic Promotion Week” series of events follows the principles of unified organisation and decentralized implementation, extensive mobilisation and multi-party participation, top-down coordination and departmental collaboration, targeting the grassroots and serving the industry, encouraging innovation and focusing on results, as well as voluntary initiative and win-win cooperation. Through multi-level, multi-channel and multi-timepoint event arrangements, it creates a joint effect characterised by overall promotion and long-term sustainability.
2. Event highlights
The promotional focus of Organic Promotion Week is:
(1) Organic products, organic production and consumption concepts, and basic knowledge;
(2) The content, function, implementation results of organic product certification standards and rules, and the results of organic product certification supervision and law enforcement;
(3) Overview, achievements, and prospects of the development of China's organic industry, as well as policy measures to promote the development of the organic industry;
(4) Achievements in the construction of organic product certification demonstration zones in China, experience and achievements in the creation of organic product certification demonstration zones across various regions, as well as characteristic industries, outstanding enterprises and products;
(5) Experience in the development of the organic industry abroad, and achievements in international cooperation and exchange within the organic industry.
3. Event schedule
In accordance with the General Administration's overall arrangement for this year's national “Quality Month” campaign, the “Organic Publicity Week” series of events will be held intensively in the fourth week of September (22nd–26th September). The campaign is divided into two phases: preliminary preparation and intensive implementation. The main tasks of the preliminary preparation phase include the planning and layout of promotional activities, material accumulation, and documentation preparation, while the main tasks of the intensive implementation phase include the execution of promotional activities, communication and interaction, and media reporting. The main event arrangements include:
(1) Publish a series of reports on the development of the organic industry in news media. Broadcast and publish a series of interviews and special programmes on organic product certification across newspapers, television, websites, and other media outlets to systematically showcase the achievements in the organic industry and the construction of organic certification demonstration zones.
(2) Hold the launch event for the "Report on the Development of China's Organic Industry" and the distribution campaign for a series of books on organic product certification. Release the "Report on the Development of China's Organic Industry" via news media and websites; distribute books such as the "Implementation Guide for Food and Agricultural Product Certification" and "Q&A on Organic Product Certification Knowledge" in communities, supermarkets, enterprises, schools and other venues; and organise activities such as online reading.
(3) Produce promotional posters and display windows (boards) for organic product certification. Organise the distribution and posting of promotional posters for organic product certification; create outdoor and indoor thematic promotional display windows (boards) for organic products in public places and office and living areas to foster a strong promotional atmosphere.
(4) Organise interactive consumer experiences by visiting organic bases. Arrange for consumers to visit organic bases to experience first-hand organic farming, processing and consumption processes, distribute organic promotional materials on-site, help consumers understand organic knowledge, and identify certified organic products. Organise media follow-up reports and produce special programmes.
(5) Hold the online interview programme “My Organic Life”. Invite relevant experts, consumers, organic certification personnel, and organic producers and distributors to take part in an interactive online interview to promote organic knowledge and the organic certification system, thereby enhancing mutual trust among all parties regarding organic products.
(6) Organise public welfare activities such as “Organic Knowledge in Communities” and “Organic Knowledge in Schools”. Organise local bureaus and certification bodies to hold “Organic Knowledge in Communities” public welfare activities to promote the concept of organic living through the distribution of publicity materials on organic certification, expert consultation and explanations, and lucky draws featuring organic products; organise organic product certification experts to visit schools (kindergartens) to explain knowledge about organic product certification, and promote the concepts of organic living and consumer knowledge.
(7) Broadcast promotional videos for organic product certification. Broadcast promotional videos for organic product certification in the media, and play the videos on the Commission's website and other relevant websites.
(7) Hold a certificate-awarding ceremony for voluntary supervisors of organic product certification. Appoint members of the public as voluntary supervisors of organic product certification, organise them to actively participate in supervision, inspection and publicity activities, and strengthen social supervision.
(8) Launch a new media platform for organic product certification. Establish a public information new media platform for organic products to serve as a showcase for organic products and certification bodies, provide consumers with services such as organic product certificate logo query, organic knowledge popularisation, and organic consumption guides, offer organic certification demonstration zones a platform to promote local specialty industries, enable the public to obtain reliable and authoritative information on organic products, and resolve the bottleneck of information asymmetry.
(9) Intensive clean-up and rectification of the organic product certification market. Organise certification regulatory authorities across all regions to join forces with relevant functional departments to intensively carry out organic product certification regulatory enforcement activities, expose a batch of illegal and irregular cases regarding organic product certification, promptly respond to and handle public opinion information, and purify the market environment for organic products.
Further details regarding the schedule, venue, organising body, organisation method and other specific arrangements for the above activities will be notified in due course once confirmed.
4. Work requirements
(1) Strengthen leadership and organise meticulously. The “Organic Promotion Week” event is an important initiative to promote multi-actor governance and strengthen the regulation of organic product certification, as well as an important pathway to enhance the effectiveness of organic product certification and promote the healthy development of the organic industry. All units must attach great importance to it, treat it as a key annual priority, effectively strengthen leadership, meticulously organise and implement it, step up efforts, ensure necessary investment, and guarantee the complete success of the event to achieve its expected goals.
Each provincial quality inspection department and bureau shall formulate an implementation plan for the campaign based on actual local conditions and organise all units within their jurisdiction to participate together. The lead department responsible for the establishment work of each organic product certification demonstration zone shall highlight its own characteristics and advantages, actively organise organic farming, animal husbandry, processing, packaging and sales units to participate, give play to the demonstration and leading role of key enterprises, and take the “Organic Publicity Week” as an opportunity to promote local characteristic and advantageous industries and promote the development of the organic industry.
(2) Broaden mobilisation and strengthen publicity. Publicity and promotional efforts must be stepped up to widely engage stakeholders in the organic industry and the general public, thereby expanding the reach and impact of the campaign. Fully motivate organic producers and operators, and make the most of the role played by local organic industry alliances, trade associations and professional cooperatives. Actively organise news media outlets to carry out promotional coverage to broaden social impact. Encourage local governments in organic product certification demonstration zones to arrange for local media to conduct special features and programmes. Innovate channels and methods of publicity by making full use of new media such as animation, WeChat and mobile apps to enhance promotional outcomes. Adhere primarily to positive publicity to convey objective, rational and authoritative information to the public, proactively manage online public opinion, promptly refute false claims, and foster a favourable public opinion environment.
(3) Strengthen coordination and enhance synergy. The two local bureaus of quality inspection must proactively strengthen ties with local governments and enhance cooperation with other functional departments to jointly organise publicity and joint enforcement activities, thereby creating a synergistic working effect. Communication of information and resource sharing must be strengthened to promote work coordination and cooperation through these activities.
(4) Practise diligence and frugality, and focus on practical results. All units must conscientiously implement the relevant requirements of the Eight-point Decision of the Central Committee, adhere to diligence and frugality, and prevent extravagance and waste. The practice of levying arbitrary apportionments, conducting unauthorized appraisals and evaluations, and collecting arbitrary fees under the guise of activities must be resolutely eliminated. All activities must follow the principle of voluntariness, with no mandatory requirements and no additional burden to be placed on enterprises.
  (5) Conduct thorough reviews and distil experiences. Following the campaign, all provincial quality inspection bureaus and organic product certification demonstration zones must promptly conduct reviews, earnestly summing up and extracting the best examples, practices and experiences from the events. cnca will comprehensively summarise the national Organic Awareness Week campaign nationwide and promote exemplary experiences from various regions.
5. Notes
  (1) All units are requested to arrange activities according to the spirit of this notice and in light of their actual circumstances, specify the responsible department and contact person, fill in the Organic Publicity Week Activity Information Preliminary Survey Form, and submit it to cnca by July 31.
  (2) All organic certification demonstration areas are requested to collect and submit promotional materials, including promotional videos and audio-visual text materials, recommend a list of key enterprises, bases and farming households for reporting to cnca, and propose the best time slots for on-site filming and interviews based on local industrial and seasonal characteristics to facilitate overall planning and advance contact. Please submit the materials and recommended lists from various regions before 31 July. Promotional videos should be mailed in disc format, while other materials can be submitted by post or email.
(3) All provincial-level quality inspection departments are requested to submit the “Organic Publicity Week” activity plan by 31 July, and submit activity information in a timely manner.
(4) Organisations are welcome to submit relevant requirements, comments and suggestions.
